Arbitrage practice

The court satisfied the demands of the administration of the urban settlement to the entrepreneur for the obligation to free the unauthorized occupied land plot from the fence by moving the fence to the boundaries of the land plot established in accordance with the law, and to bring the illegally occupied land plot to its original condition. As established by the court, a permanent, unfinished building was erected on this land plot. At the same time, the land plot is fenced in such a way that the occupied area turns out to be larger than the area of the plot provided to the entrepreneur under the lease agreement. Meanwhile, in accordance with Part 1 of Art. 48 of the Town Planning Code of the Russian Federation and clauses 3.14, 4.1, 4.3, 4.4 "TO NOSTROY 2.33.52-2011 Organization of construction production. Organization of a construction site. New construction (with Amendment)" the fencing of the construction site cannot be located outside the area rented for construction of a land plot. Thus, the entrepreneur is illegally using a land plot, the title documentation for which was not issued to him in the prescribed manner.

Organization of a construction site begins with the installation of a fence along its perimeter. The territory of a construction site is an area of hazardous and harmful production factors, where workers are allowed after training, knowledge testing and instruction. To prevent access by unauthorized persons, this zone in populated areas and on the territory of an enterprise or construction site must be fenced with inventory fences that comply with GOST 23407-78 “Inventory fencing for construction sites and areas of construction and installation work” (clause 6.2.2 SNiP 12-03-2001 ).

6.2.8. Before starting any work, the construction contractor must fence off a designated area of the construction site, designated separate areas for the placement of construction camps, areas with hazardous and harmful production factors, areas with material assets of the construction organization (if necessary).

Any construction, especially in urban areas, poses a direct threat to the safety of citizens. This is due to the fact that the facilities use large equipment and materials that can fall. Therefore, fencing of the construction site must be installed for the entire period of work. Requirements for such structures are defined in standards and regulations. Let us consider these structures in more detail below.

General rules

The organization of the construction site and its individual sections must ensure safe working conditions and proper sanitary and hygienic services, eliminate and prevent possible hazards. When carrying out activities at the site, the customer’s responsibilities include providing the contractor with the scope of work and carrying out occupational safety measures. The latter, in particular, includes the construction of a construction site fencing.

Security

In the process of performing work related to the organization of a construction site under reconstruction conditions, it is necessary to perform the following generally accepted measures:

  1. Determination of the boundaries of dangerous zones.
  2. Fencing the construction site and its individual sections.
  3. Providing the necessary lighting, driveways, passages. For its organization, separate electrical wiring is allocated. It should not be connected to the electrical network of the facility being reconstructed.
  4. Organization of passages for installation equipment and transport, passages for workers, storage areas for materials and structures.
  5. Equipping facilities with primary extinguishing agents.
  6. compliance with sanitary and hygienic standards in the manner prescribed for the enterprise.
  7. Installation

GOST 23407.78: inventory fencing for construction sites

To prevent unauthorized access by outsiders, protective structures must be installed around the facility. Inventory fencing of construction sites adjacent to areas of mass passage of citizens must be equipped with protective corridors and canopies. At the reconstructed facilities, structures are used to ensure the safety of work and the continuity of the enterprise. In particular, the following are being built:

  1. Temporary partitions and walls. They provide separation of workplaces and areas for installation activities.
  2. Protective floorings. They are used to prevent materials and objects from falling in areas where production is carried out.
  3. Coatings for protection from cold and precipitation.
  4. Temporary fencing of a construction site, warning about the boundaries of territories and areas where construction and installation works are being carried out.
  5. Structures that prevent workers from falling from heights.
  6. Other fences, light shelters, screens. They are used to provide protection against glare during electric welding work, thermal effects, protection of glass from destruction during explosive events, and to prevent contamination of equipment in the workshops of the enterprise.

The production of construction site fencing is carried out for specific conditions. They must be designed for reusable use. Any temporary fencing of a construction site must be convenient for transportation, reliable, durable, effective both during the day and at night.

Additional rules

The exits and entrances of the operated structure must be arranged outside the boundaries of the hazardous zones. A vehicle movement pattern is established at the entrance to the construction site. The sides of driveways and roads are equipped with clearly visible signs regulating the traffic order. Builders must be provided with sanitary facilities in accordance with current standards. At facilities classified as explosion and fire hazards, it is allowed to carry out work only with the permission of the responsible person appointed by the customer, in agreement with the gas rescue and fire services. During installation activities in gas-polluted rooms, as well as in areas located below floor/ground level, air analysis is carried out daily before the start of the shift.

Storage of materials and structures

It must be carried out in accordance with the provisions contained in technical documents and GOST. Construction site fencing is provided in such a way that when loading/unloading materials and structures using special equipment, complete safety of workers is ensured. Storage locations are determined and agreed upon with the management of the enterprise. Separate structures and stacks are located so that they do not block access to inspection units of existing communications. Their placement on roads, crane and railway tracks is not allowed. When storing on bulk soils, measures are taken to eliminate the possibility of structural collapse.

Loading, unloading and transportation

When performing these works, it is necessary to comply with the relevant provisions of SNiP, state standards and DNAOP. When loading, unloading and transporting using cars or trains, you must comply with traffic rules and standards defined in the relevant documents. The speed of transport through the territory of the reconstructed facility in straight and fairly clearly visible areas cannot be higher than 10 km/h. At exits, including from a side passage to the main thoroughfare or a road with intense traffic, entrances, inside workshops, at turns, intersections, when moving in reverse, in dense fog it should not exceed 5 km/h. When transporting structures in or with limited passage dimensions, red flags are attached to parts protruding beyond the dimensions of the vehicle, and when visibility is less than 20 m and in the dark, reflective devices are attached.

Construction site fencing

SNiP is one of the key documents establishing rules for ensuring safety at facilities. The standards were adopted back in Soviet times. Taking into account the development of technology, they were adapted to modern conditions. In 1979, GOST “Inventory fencing for construction sites” was approved and put into effect. In accordance with these documents, it is not allowed to carry out construction and installation work on the facility or its part without installing special protective structures.

Key Precepts

The construction site fencing must comply with state-approved standards. The design must include wickets or gates to ensure free movement of workers and vehicles. The construction site fencing must be collapsible with parts, fasteners and other elements of the same sample. The height of the racks, structures, angle of inclination of the canopies, etc. must comply with the established parameters. The panels are made in the shape of a rectangle. Their length, as well as the gaps between the posts, are determined according to the standards: from 1.2 to 2 m and no more than 6 m, respectively. Between the parts it is necessary to maintain a degree of sparseness of 80-100 mm. The exception is construction sites. There should be no gaps in the pavement decking exceeding 5 mm. The protective visors must be turned in the desired direction. At the same time, they must cover people moving under them with a margin.

More than 1.2 m must be allocated for the passage of citizens on the sidewalk. The railing must be attached to the canopy or to the upper border of the fence. In addition, protective strips are provided at a height of 50 cm and 1.1 m from the roadway. The construction site fence must be designed so that it can be repaired and removed while maintaining adequate strength. Responsible persons are obliged to take measures to prevent rotting and the spread of rust throughout the elements. The presence of a slope on the ground should not threaten the protective fence. The structure must be coated with an appropriate coloring composition. There should be no potentially traumatic elements (hooks, corners, etc.) on it.

The construction site fencing is made of reliable materials that ensure its stability. The structure must withstand the fall of objects of a certain weight, but not less than 200 kg/cm 2, as well as the force of a gust of wind and the weight of snow. The materials from which the fence is made must have quality certificates and meet established requirements. The service life of the structure is at least 10 years. For paving panels, this period must be at least 5 years.

Classification of structures

Fencing for construction sites is divided into types depending on their intended purpose. There are the following types:

  1. Signals that unambiguously and clearly indicate that construction and installation works are being carried out on the territory.
  2. Protective, ensuring the safety of people from injury.
  3. Security, preventing unauthorized entry of strangers into the facility.

Depending on their characteristics, fencing is divided into the following types:

  1. Rack-mounted.
  2. Panel. They, in turn, are divided into sparse (grid, for example) and continuous.
  3. Combined.

Goals

The main task performed by security structures is to prevent people from entering the facility. In this regard, in most cases they are not much different from simple fences installed around industrial facilities or residential buildings. Protective structures are used to prevent injury to the public. In this regard, their most common type is mesh (plastic). For fencing construction sites, it is considered the most optimal option. It can “catch” everything that falls from the scaffolding: debris, leftover materials, tools and even workers. Signal barriers provide visual identification of a construction site, alerting citizens to danger. A special tape is often used for this. It is pulled between pins fixed in the ground.

Specifics

If the fence is intended for security or protection, then it should only be continuous. In some cases, it is necessary to add additional elements. They can be canopies, struts, sidewalks with railings, etc. Depending on the availability and quantity of additional parts, the cost of the structures is determined. The price is also affected by the material from which they are made. Typically, a fence includes 3 elements: frame, supports and filling.

Material options

As mentioned above, the construction site fencing must be stable, reliable, durable, easy to assemble, disassemble and transport. Traditional materials for the manufacture of such structures are wood and metal. Thanks to modern technologies, their range has increased significantly. Nowadays, plastic is often used for fencing. The advantage of such designs is as follows:

  1. Current regulations allow their installation.
  2. The affordable cost of the material makes such fencing attractive.
  3. Installation does not require special equipment or additional workers.
  4. There is no need to paint the structure.
  5. Installing plastic fencing takes a minimum amount of time.
  6. The structures are durable, light and strong.

However, such fences also have a rather serious drawback - they are unsuitable for use at sites where large-scale construction is taking place. The situation is similar with chain-link structures. The undoubted advantages of the mesh - its ease of installation and low cost - are suppressed by state standards. Recently, fences made of corrugated sheets have been installed quite often. The structures are easy to install and are relatively inexpensive. In addition, such fences are easy to maintain.

Mobile structures

Temporary fencing of this type appeared relatively recently. They, like other structures, provide protection for citizens from accidents, security of the facility, and prevent unauthorized entry of strangers. Metal mobile elements are also used to delimit parking spaces and mark the perimeter of a site. Installation does not require special equipment or special knowledge. Installation of elements is carried out in a short time. Panel sections are equipped with special fasteners. They eliminate unwanted or accidental dismantling.

Conclusion

The construction site acts as a potentially dangerous object. There is always the possibility of an accident here. In this regard, those responsible for the work are obliged to take all necessary measures to ensure safety both inside and outside the facility. Failure to comply with established regulations can end sadly not only for citizens, including workers, but also for managers responsible for construction. Currently, there is a large selection of materials and designs to ensure work safety, so those in charge can easily choose the appropriate protection for the facility.

There is nothing more permanent than temporary... Many of us have become convinced of the truth of this statement. Housing rented for a period of time often becomes permanent. “Random” work lasts for years. A passing hobby develops into a serious occupation.

A thorough person does any work efficiently and its results last a long time. A temporary fence on a site should be treated as a serious structure protecting the territory from uninvited guests.

How to build it inexpensively and reliably, what materials can be used for this, we will talk in this article.

A great variety of prefabricated fence structures have been created. We are primarily interested in those of them that meet the criterion of temporary:

  • Low cost combined with reliability;
  • Minimum excavation work;
  • Lack of capital foundation;
  • Quick installation and disassembly;
  • Possibility of reuse of fencing material.

There is no point in considering “exotics” in the form of fences made of plastic bottles, palisades made of logs and wattle fences made of branches for a temporary fence at a construction site. The main qualities of this design are functionality and durability.

They have fences made of the following materials:

  • board (slab);
  • slate;
  • chain-link mesh (welded mesh);
  • corrugated sheeting

Temporary fencing made of boards

Once upon a time, such fences were installed at all construction sites. The cheapness of lumber and ease of construction guaranteed plank fences a long historical existence. Today, on large construction sites, wood has been replaced by steel mesh and reinforced concrete slabs. They are more durable than planks and can be used repeatedly to protect an area.

Boards, beams and posts - three parts of a wooden fence structure

In private construction, boards are still used for the construction of collapsible fences. Her appearance doesn't matter much. The main requirement is strength. Therefore, thrifty owners prefer to make temporary fences from cheap slabs, and use edged boards for more critical structures.

An unprepossessing-looking slab fence does its job perfectly

Installing a fence made of boards takes longer compared to structures made of mesh and corrugated sheets. What slows down the work most of all is the process of nailing pickets, which no one has yet been able to speed up. Each plank has to be given attention, aligned along the cord and nailed.

Despite the difference in materials, the main stages of constructing temporary fencing are similar:

  • Route markings;
  • Installation of columns;
  • Installation of purlins;
  • Fastening the enclosing material.

When planning the construction of a wooden fence, you need to decide in advance on the method of installing the posts by choosing:

  • Digging holes or drilling wells;
  • Using support legs with jibs.

The first option is more reliable, but more labor-intensive. To protect a large area, you will have to make hundreds of holes for racks. Supporting “legs” connected to the posts using jibs are easier to install and, if necessary, allow you to change the length and configuration of the fence. The only threat to such a structure is hurricane winds, which can knock down some of the sections.

Boards and slabs are nailed in two ways: onto beams (vertically) or directly onto posts (horizontally). In the second case, the calculated span length of each section should not exceed the length of the strips used.

Upon completion of construction, this material can only be used for kindling.

Slate fencing

There is no point in buying new material for such a design. Holes punched in corrugated sheets make them unsuitable for roofing use. A possible option for reusing slate is formwork for a pool or foundation.

Most often they are installed by those who, after dismantling the old roof, have a lot of “used” material left. In addition, in advertisements you can find many offers for the sale of slate at a symbolic price.

Corrugated sheets can be mounted on wooden or steel purlins and posts. They are strong and rigid enough to withstand strong wind loads. But the height of such a fence does not always suit the owners. Whatever one may say, you can’t raise it higher than two meters.

Fences made of chain-link and welded mesh

Leaders of construction sympathies. Such structures are quickly assembled and disassembled, protecting the territory well from attempts to penetrate. The only drawback is the visibility of the site. Despite its apparent flimsiness, it is not easy to overcome a steel mesh fence. Without solid support under your feet, it is impossible to overcome a two-meter mesh wall.

Chain-link mesh can be placed on wooden and steel posts, using sections from a corner or passing wire (reinforcement) through its upper and lower edges, fixed to the posts.

In addition to the labor-intensive digging of posts into the ground, the posts of such a fence (and any other temporary fencing) can be made from screw piles, thereby providing the most stable base.

Screw piles are the best solution for steel mesh fences

The relative high cost of the option under consideration is justified by the high speed of installation and the possibility of disassembling the structure without loss of material.

The main disadvantage of chain-link mesh - flexibility, requiring additional support along the upper and lower edges - was eliminated with the advent of 3D fence. This structure consists of inventory metal racks with fastenings for sections. Welded mesh is made from strong bent wire, light and rigid.

If the construction site area has a hard surface, then the fence posts are not dug into the ground or concreted. In this case, ready-made sections are used. They are fixed to support plates, which in turn are attached to asphalt or concrete, or installed in special concrete support blocks.

The preparation procedure is simple. A cross-shaped support made of reinforcement is welded to the bottom of the steel profile-rack and placed in the tire. After this, the tire is filled with concrete. After the mixture has hardened, a chain-link mesh is attached to the homemade supports using wire and clamps.

It should be noted that the “know-how” in question is only suitable for mesh fences. When using boards, slate or corrugated sheets, a large “windage” is formed. In strong winds, the weight and supporting area of the concrete tire may be insufficient, which will lead to the structure tipping over.

Temporary fence made of corrugated sheets

It is often used on construction sites because it has important advantages:

  • opaque;
  • easy to install and disassemble;
  • weather resistant;
  • allows repeated use;
  • You can choose any height.

Both wooden and steel purlins are suitable for fastening corrugated sheets. The locking principle of connecting sheets facilitates installation. The installation of posts, like other types of temporary fences, is carried out in holes or attached to ground supports.

Option for using ground support posts

In conclusion, we will say that regardless of the type of fencing chosen, you need to take a responsible approach to its installation. Before starting work, you should draw a diagram of the placement of the racks so that the distance between them is no more than 2.5 meters.

To carry the fence route out to the site, use a cord and tape measure. Pegs are driven into the ground at the corners of the future fence, strictly maintaining the design dimensions of the spans. After this, a cord is attached to them, marking the direction, and intermediate stakes are driven into the ground.

Manual digging of holes has to be done when there are a lot of large stones or plant roots in the ground. If the soil is soft and clean, it is better to use a drill. A hole depth of 50-60 cm will be quite sufficient for installing racks in heavy clay soil. In sandy it will have to be increased to 80 cm.

Smoothly aligned and well secured into posts are a guarantee of quick installation and reliability of the fence. Therefore, pay maximum attention to this work.

All of the above also applies to the fence, the posts of which are not buried in the ground, but placed on surface supports.

Any construction is associated with the risk of injury. This is why construction sites need to be fenced to reduce this likelihood. Let's figure out together what the law requires, what temporary fencing for a construction site can be, and what they can be made of.

SNiP 3.01.01-85, GOST 23407-78, SNiP 12-03-2001, “Rules for labor protection in construction” (Order No. 336n of the Ministry of Labor of Russia dated 01.06.2015) - all these documents regulate safety measures on construction sites, including in particular, they indicate what kind of fencing should be installed during the work. According to these rules, construction cannot begin before the fence is erected, otherwise you will face a fine.

We are sure that you yourself do not want strangers walking around your construction site, children playing, or intruders trying to remove materials that have already been delivered. Therefore, a fence becomes a necessity.

All temporary fencing of construction sites are divided into three types:

  1. Signal. They clearly show that this is where the dangerous construction zone begins. These could simply be special warning tapes, similar to those used by police. Or light plastic nets in bright colors - orange or red. The main thing is to select a construction site and indicate the territory into which you cannot enter.
  2. Security. Such fences are designed to close the construction site from outsiders and prevent them from entering there. Security fences are often similar to permanent structures and can last for decades, even after construction has ended.
  3. Protective. Their purpose is to protect people from injury. Very often, safety fences are built in the form of a high fence with a canopy that helps prevent building materials from falling on the heads of passers-by. In addition, facade mesh is also used as a means to prevent heavy objects from falling from the height of a house under construction.

Based on their design, temporary fencing is divided into post-mounted, panel-mounted, and panel-post-mounted. Panel fencing can be sparse or continuous.

Important! Security fences can only be solid!

According to their design, fences are divided into:

  1. Simple, without additional elements. That is, just a fence, continuous or sparse.
  2. With additional elements. For example, canopies over a gate, gate, sidewalk, if it is located next to the site. Additional elements can also include railings, struts, temporary sidewalks - paths made of boardwalk. It is clear that the second type of construction site fencing will be significantly more expensive than the first.

You can build temporary fencing for a construction site from a variety of materials:

  • Mesh fabric.
  • Special warning tape.
  • Wood, for example, old boards.
  • Slate.
  • Metal profile.
  • Steel sheets.
  • Plastic.
  • Metal concrete.

If we talk about the most popular options, then metal concrete is used most often in the construction of large objects, because the installation of such a heavy, permanent fence itself is already an expensive pleasure. Ordinary site owners who have started construction often use wood, corrugated sheets, and lightweight plastic sections.

If necessary, you can rent temporary fencing, which will be quickly installed on site, and after the work is completed, it will be sent to a new construction site. This is an inexpensive option, especially if the company offers rental along with installation and subsequent dismantling. The disadvantage of this method is that sometimes it is difficult to say how long the construction will last, that is, the fencing lease agreement will have to be extended and you will have to pay extra for it.

Important! Temporary fencing can be supplemented with lighting placed on posts and special signs warning of danger.

The legislation puts forward the following requirements for temporary fencing of construction sites:

  • It is mandatory to have gates for special equipment and gates for people.
  • The height of protective and security structures must be at least 2 meters, protective fences without canopies - 1.6 meters, with canopies - also 2 meters. The height of the fencing for the entire work area is at least 1.2 meters.
  • Canopies must be installed if the construction site is adjacent to a place of heavy human traffic. In this case, the angle of elevation of the visor towards the road must be at least 20 degrees.

Important! The canopy must be reliable enough to withstand snow loads.

  • In the case of constructing a temporary sidewalk for passage, the gaps in it should not exceed 5 millimeters. The width of the sidewalk is at least 1.2 meters.
  • Rectangular fencing panels should be 1.2, 1.6 or 2 meters long.
  • The fence must be strong enough and safe, without snags or sharp corners.

The cost of the simplest temporary mesh fence installed on concrete blocks will be about 1,500-2,500 rubles, depending on the height (the standard length is two meters) and the presence of a protective coating in the form of paint. Renting one such section will cost about 10-30 rubles per day.
