Sulfacil sodium bufus, eye drops.
Latin name: Sulfacyl-sodium.
Active ingredient: Sulfacetamide*.

Composition and release form:
Eye drops 20%.
5 ml, 10 ml in bottles from a glass tube type FO.
5 ml, 10 ml in polymer bottles with a screw neck and a screw cap with a sealing element and a dispenser nozzle or a dispenser nozzle with sealing elements or in polymer bottles sealed with droppers (dropper bottles) and screw caps.

Antimicrobial bacteriostatic agent, sulfanilamide. The mechanism of action is due to competitive antagonism with PABA, inhibition of dihydropteroate synthetase, disruption of the synthesis of tetrahydrofolic acid, necessary for the synthesis of purines and pyrimidines. Active against gram-positive and gram-negative cocci, Escherichia coli, Shigella spp., Vibrio cholerae, Clostridium perfringens, Bacillus anthracis, Corynebacterium diphtheriae, Yersinia pestis, Chlamydia spp., Actinomyces israelii, Toxoplasma gondii.

Pharmacokinetics:
Penetrates into the tissues and fluids of the eye. Absorbed into the systemic circulation through the inflamed conjunctiva.

Indications:
-Conjunctivitis,
-blepharitis,
- purulent corneal ulcer,
-prevention and treatment of blenorrhea in newborns,

Contraindications:
Hypersensitivity.

Dosage:
Locally, instill 1-2 drops. into each conjunctival sac 4-6 times a day.
To prevent blenorrhea in newborns - 2 drops. into each conjunctival sac immediately after birth and 2 drops. - after 2 hours. Ointment - put behind the eyelid 3-4 times a day.

Side effect:
-Burning, lacrimation, pain, itching in the eyes;
- allergic reactions.

Interaction:
Combined use with procaine and tetracaine reduces the bacteriostatic effect. Incompatible with silver salts.

Special instructions:
Patients with hypersensitivity to furosemide, thiazide diuretics, sulfonylureas or carbonic anhydrase inhibitors may have increased sensitivity to sulfacetamide.

REGULATIONS ON THE MINISTRY OF HEALTH AND SOCIAL DEVELOPMENT OF THE RUSSIAN FEDERATION

I. General provisions

1. The Ministry of Health and Social Development of the Russian Federation (Ministry of Health and Social Development of Russia) is a federal executive body that carries out the functions of developing state policy and legal regulation in the field of healthcare, circulation of medicines for medical use (with the exception of functions assigned to other federal bodies executive power), social development, labor and consumer protection, including issues of organizing medical prevention, including infectious diseases and AIDS, medical care and medical rehabilitation, pharmaceutical activities, quality, effectiveness and safety of medicines, sanitary and epidemiological well-being, level life and income of the population, demographic policy, health care provision for workers in certain sectors of the economy with particularly hazardous working conditions, medical and biological assessment of the impact on the human body of especially dangerous factors of physical and chemical nature, resort business, wages, pensions, including non-state pension provision, social insurance, including payment of insurance premiums, labor conditions and safety, social partnership and labor relations, employment and unemployment, labor migration, alternative civil service, state civil service (except for issues of remuneration), social protection of the population, including social protection of families, women and children, guardianship and trusteeship of adult incapacitated or not fully capable citizens, as well as the provision of public services and management of state property in the field of healthcare and social development, including the provision of medical care (including high-tech , including transplantation of human organs and tissues), development and implementation of modern medical technologies, new diagnostic methods and organization of medical care, provision of services in the field of resort business, organization of forensic and forensic psychiatric examinations, social services for the population, provision of prosthetic and orthopedic assistance, rehabilitation of the disabled, medical and social examination, vocational training, retraining, advanced training of medical, pharmaceutical and sanitary-epidemiological workers, workers in the field of social development and resort business, as well as certain categories of workers in the field of labor protection.

2. The Ministry of Health and Social Development of the Russian Federation coordinates and controls the activities of the Federal Service for Surveillance in the Sphere of Consumer Rights Protection and Human Welfare, the Federal Service for Surveillance in the Sphere of Health and Social Development, the Federal Service for Labor and Employment, the Federal medical and biological agency, federal government agencies and federal state unitary enterprises, as well as coordination of the activities of the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, and the Federal Compulsory Medical Insurance Fund.

3. The Ministry of Health and Social Development of the Russian Federation is guided in its activities by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties of the Russian Federation, as well as these Regulations.

4. The Ministry of Health and Social Development of the Russian Federation carries out its activities directly through organizations subordinate to the Ministry in interaction with other federal executive authorities, executive authorities of the constituent entities of the Russian Federation, local government bodies, public associations and other organizations.

II. Authority

5. The Ministry of Health and Social Development of the Russian Federation exercises the following powers:

5.1. submits to the Government of the Russian Federation draft federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation and other documents that require a decision from the Government of the Russian Federation on issues related to the established area of ​​jurisdiction of the Ministry and the areas of jurisdiction of the federal services and federal services subordinate to it agencies, as well as a draft work plan and forecast indicators for the Ministry’s activities;

5.2.4. the procedure for conducting a medical examination for intoxication (alcohol, drugs or other toxic);

5.2.12(8). the procedure and conditions for medical evacuation by federal government institutions;

5.2.13. the procedure for providing medical care to foreign citizens, stateless persons and refugees;

functions of the state customer of federal target programs, scientific, technical and innovative programs and projects in the established field of activity of the Ministry;

formation of a state task for the provision of high-tech medical care to citizens of the Russian Federation in medical organizations;

maintaining state records of the resort fund of the Russian Federation and the state register of medical and recreational areas and resorts, including sanatorium and resort organizations;

state examination of development programs for resorts and resort regions (districts), proven reserves of natural medicinal resources of federal importance;

development and approval of sets of rules in the established field of activity;

registration of applications for the assignment of a pension for the length of service of federal civil servants to civil servants dismissed from liquidated (reorganized) federal government bodies, the functions of which, in accordance with the legislation of the Russian Federation, have not been transferred to other federal government bodies, and the calculation of their length of civil service for the purpose of assigning the specified pension;

maintaining a database of federal government civil servants who are registered to receive a one-time subsidy for the purchase of residential premises and who have been removed from this register;

issuing assignments for the examination of medicines for medical use;

creation of councils on issues related to the circulation of medicines for medical use;

approval of the composition of the ethics council;

issuing assignments for ethical review of medicinal products for medical use;

issuing permits to conduct clinical trials of medicinal products for medical use;

accreditation of medical organizations for the right to conduct clinical trials of drugs for medical use;

maintaining a register of issued permits to conduct clinical trials of medicinal products for medical use;

state registration of medicinal products for medical use;

maintaining the state register of medicines for medical use;

maintaining a register of researchers conducting (conducting) clinical trials of medicinal products for medical use;

issuance of permits to import into the territory of the Russian Federation a specific batch of registered and (or) unregistered medicinal products intended for clinical trials of medicinal products, a specific batch of unregistered medicinal products intended for the examination of medicinal products for the purpose of state registration of medicinal products, a specific batch of unregistered medicinal products medicines to provide medical care according to the vital indications of a particular patient;

formation and maintenance of a federal register of socially oriented non-profit organizations - recipients of support, providing social support and protection of citizens, as well as activities in the field of healthcare, prevention and protection of the health of citizens, promotion of a healthy lifestyle;

ensuring the development of exemplary basic educational programs of postgraduate professional education for students in residency and internship;

supervision of legal regulation carried out by government bodies of the constituent entities of the Russian Federation on issues of delegated powers of the Russian Federation in the field of compulsory health insurance, with the right to send binding orders to repeal normative legal acts or to make changes to them;

control and supervision over the completeness and quality of the implementation by public authorities of the constituent entities of the Russian Federation of the delegated powers of the Russian Federation in the field of compulsory health insurance with the right to conduct inspections and issue binding orders to eliminate identified violations and to bring officials of state bodies to responsibility established by the legislation of the Russian Federation authorities of the constituent entities of the Russian Federation and territorial compulsory health insurance funds;

preparing and sending to the highest official of a constituent entity of the Russian Federation (the head of the highest executive body of state power of a constituent entity of the Russian Federation) proposals for the removal from office of officials of public authorities of constituent entities of the Russian Federation and territorial compulsory health insurance funds;

monitoring the state and developing forecast estimates of the labor market of the Russian Federation;

submission to the Government of the Russian Federation of a proposal to withdraw the authority of the Russian Federation transferred to the state authorities of the constituent entities of the Russian Federation to make social payments to citizens recognized as unemployed in the prescribed manner, in case of non-execution or improper execution;

coordination of activities in the field of health protection of federal executive authorities, executive authorities of constituent entities of the Russian Federation, local governments, entities of the state healthcare system, municipal healthcare system and private healthcare system;

implementation of measures aimed at saving lives and preserving people’s health in emergency situations, eliminating the health consequences of emergency situations, informing the population about the health situation in the emergency zone and about the measures being taken;

ensuring the development and implementation of scientific research programs in the field of health protection, their coordination;

compiling a list of rare (orphan) diseases and posting it on the official website of the Ministry on the Internet;

implementation of measures for sanitary and hygienic education of the population;

monitoring the formation and economic justification of territorial programs of state guarantees of free medical care to citizens and evaluating the implementation of such programs, as well as, together with the Federal Compulsory Health Insurance Fund, territorial programs of compulsory health insurance;

statistical observation in the field of health care;

placement of official statistical information in the field of health care in the media, including on the Internet;

approval of the appointment (dismissal) of managers, the structure of executive authorities of the constituent entities of the Russian Federation exercising delegated powers;

5.6. organizes:

activities for the provision of public services in the field of healthcare within the framework of the state task for the provision of specialized, including high-tech, medical care, medical rehabilitation and after-care in sanatorium-resort institutions after the provision of specialized medical care;

paragraph excluded. - Decree of the Government of the Russian Federation dated 02.05.2012 N 413;

sending citizens of the Russian Federation for treatment outside the territory of the Russian Federation at the expense of the federal budget;

activities for professional training, retraining, advanced training and internship of medical, sanitary-epidemiological and pharmaceutical workers, workers in the field of social development and resort business, as well as certain categories of workers in the field of labor protection;

activities to compensate for harm caused to the health of citizens affected by radiation accidents and disasters;

activities for the rehabilitation of disabled people, including providing disabled people with technical means of rehabilitation;

provision to citizens of primary health care, specialized, including high-tech, medical care, emergency, including specialized emergency, medical care and palliative care by federal government institutions under the jurisdiction of the Ministry;

free provision of donor blood and (or) its components, as well as provision of medicines, specialized medical nutrition products, medical devices, means for disinfection, disinsection and deratization when providing medical care by federal government institutions under the jurisdiction of the Ministry;

activities of the All-Russian Center for Disaster Medicine;

receiving citizens, timely and full consideration of their appeals submitted orally or in writing, making decisions on them and sending responses within the period established by the legislation of the Russian Federation;

5.7. ensures, within its competence, the protection of information constituting state secrets;

5.8. ensures mobilization preparation of the Ministry, as well as control and coordination of the activities of the federal services and the federal agency under its jurisdiction for their mobilization preparation;

5.8(1). carries out the organization and management of civil defense in the Ministry;

5.9. organizes professional training for Ministry employees, their retraining, advanced training and internships;

5.10. interacts in the prescribed manner with government authorities of foreign states and international organizations in the established field of activity, including representing, on behalf of the Government of the Russian Federation, the interests of the Russian Federation in the World Health Organization, the International Federation of Red Cross and Red Crescent Societies, the International Labor Organization, the International Association of Inspections Labor, UN Children's Fund, UN Population Fund, International Social Security Association, European Center for Social Welfare Policy and Research, and other international organizations;

5.11. carries out, in accordance with the legislation of the Russian Federation, work on the acquisition, storage, recording and use of archival documents generated in the course of the activities of the Ministry;

5.11.1. develops and implements measures to support small and medium-sized businesses aimed at their development, including the development and implementation of relevant departmental target programs in the established field of activity;

5.11.2. provides clarification on issues related to the formation of remuneration systems for employees of federal budgetary and government institutions;

5.11.3. issues permits to subordinate federal government institutions to provide paid medical services to the population;

5.11(4). provides support to socially oriented non-profit organizations that, in accordance with their constituent documents, provide social support and protection of citizens, as well as activities in the field of healthcare, prevention and protection of the health of citizens, and promotion of a healthy lifestyle;

5.12. performs other functions in the established field of activity, if such functions are provided for by federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation;

5.13. gives written answers to questions from payers of insurance contributions for compulsory social insurance.

6. The Ministry of Health and Social Development of the Russian Federation, in order to exercise powers in the established field of activity, has the right:

6.1. request and receive, in the prescribed manner, information necessary for making decisions on issues within the competence of the Ministry;

6.2. establish, in the prescribed manner, insignia in the established field of activity and award them to employees of the Ministry and federal services and federal agencies under the jurisdiction of the Ministry, and other persons operating in the established field;

6.3. involve, in the prescribed manner, scientific and other organizations, scientists and specialists to study issues within the scope of the Ministry’s activities;

6.4. create coordination and advisory bodies (councils, commissions, groups, collegiums), including interdepartmental ones, in the established field of activity;

6.5. establish, in accordance with the established procedure, print media for the publication of regulatory legal acts in the established field of activity, official announcements, and placement of other materials on issues within the competence of the Ministry, subordinate federal services and federal agencies;

6.6. provide legal entities and individuals with explanations on issues related to the established scope of activity of the Ministry, in terms of the provision of public services and management of state property;

6.7. establish the obligation to enter information other than that specified in the Law of the Russian Federation “On Employment in the Russian Federation” into the registers of recipients of government services in the field of employment - employers and individuals;

6.8. establish, in agreement with the Heraldic Council under the President of the Russian Federation, a heraldic sign - an emblem, flag and pennant of federal services and federal agencies under the jurisdiction of the Ministry.

6.9. establish target forecast indicators for the implementation by government bodies of the constituent entities of the Russian Federation of the delegated powers of the Russian Federation in the field of compulsory health insurance.

7. The Ministry of Health and Social Development of the Russian Federation in the established field of activity does not have the right to exercise control and supervision functions, except in cases established by decrees of the President of the Russian Federation or decrees of the Government of the Russian Federation.

The restrictions on the powers of the Ministry established by the first paragraph of this clause do not apply to the powers of the Minister to resolve personnel issues and issues of organizing the activities of the Ministry and its structural divisions.

When implementing legal regulation in the established field of activity, the Ministry does not have the right to establish functions and powers of federal government bodies, government bodies of constituent entities of the Russian Federation, local self-government bodies, as well as does not have the right to establish restrictions on the exercise of the rights and freedoms of citizens, the rights of non-state commercial and non-profit organizations, except for cases where the possibility of introducing such restrictions by acts of authorized federal executive bodies is expressly provided for by the Constitution of the Russian Federation, federal constitutional laws, federal laws and issues issued on the basis and in pursuance of the Constitution of the Russian Federation, federal constitutional laws, federal laws by acts of the President of the Russian Federation and the Government of the Russian Federation.

III. Organization of activities

8. The Ministry of Health and Social Development of the Russian Federation is headed by the Minister, appointed and dismissed by the President of the Russian Federation on the proposal of the Chairman of the Government of the Russian Federation.

The Minister bears personal responsibility for the implementation of the powers assigned to the Ministry of Health and Social Development of the Russian Federation and the implementation of state policy in the established field of activity.

The Minister has deputies who are appointed and dismissed by the Government of the Russian Federation.

The number of Deputy Ministers is established by the Government of the Russian Federation.

9. The structural divisions of the Ministry of Health and Social Development of the Russian Federation are departments in the main areas of activity of the Ministry. Departments include divisions.

10. Minister:

10.1. distributes responsibilities among his deputies;

10.2. approves regulations on the structural divisions of the Ministry;

10.3. in accordance with the established procedure, appoints and dismisses employees of the Ministry, as well as heads of subordinate federal state institutions and federal state unitary enterprises, concludes, changes, and terminates employment contracts with them;

10.4. resolves, in accordance with the legislation of the Russian Federation on public service, issues related to the performance of federal public service in the Ministry;

10.5. approves the structure and staffing of the Ministry within the limits of the wage fund and the number of employees established by the Government of the Russian Federation, the cost estimate for its maintenance within the limits of the appropriations approved for the corresponding period provided for in the federal budget;

10.6. approves the annual work plan and performance indicators of the federal services and federal agencies subordinate to the Ministry, as well as reports on their implementation;

10.7. submits to the Government of the Russian Federation, upon proposal from the heads of federal services and federal agencies subordinate to the Ministry, draft regulations on federal services and federal agencies, proposals on the maximum number and wage fund of employees of federal services, federal agencies and organizations subordinate to the Ministry;

10.8. submits proposals to the Ministry of Finance of the Russian Federation on the formation of the federal budget and the financing of federal services and federal agencies subordinate to the Ministry;

10.9. submits to the Government of the Russian Federation draft normative legal acts and other documents specified in subclause 5.1 of these Regulations;

10.10. makes proposals to the Government of the Russian Federation on the appointment and dismissal of heads of the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, and the Federal Compulsory Medical Insurance Fund;

10.10.1. is the chairman of the board of the Federal Compulsory Medical Insurance Fund and submits proposals on the composition of its board to the Government of the Russian Federation for approval;

10.11. adopts regulatory legal acts in the areas of activity of the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, the Federal Compulsory Medical Insurance Fund;

10.12. submits to the Government of the Russian Federation draft normative legal acts regulating the activities of the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, and the Federal Compulsory Medical Insurance Fund;

10.13. submits to the Government of the Russian Federation, on the proposal of the heads of the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, the Federal Compulsory Medical Insurance Fund, draft federal laws on the budgets of the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, the Federal Compulsory Medical Insurance Fund and on the implementation of these budgets ;

10.14. appoints inspections of the activities of the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, the Federal Compulsory Medical Insurance Fund in cases established by federal law;

10.15. submits to the Government of the Russian Federation in the prescribed manner proposals for the creation, reorganization and liquidation of federal state enterprises and institutions under the jurisdiction of the Ministry, as well as subordinate federal services and federal agencies;

10.16. gives instructions to federal services and federal agencies subordinate to the Ministry and monitors their implementation;

10.16(1). manages the All-Russian Disaster Medicine Service;

10.17. has the right:

give the heads of federal services and federal agencies subordinate to the Ministry mandatory instructions;

suspend, if necessary, decisions of subordinate federal services and the federal agency (their heads) or cancel these decisions, unless a different procedure for their cancellation is established by federal law;

10.18. appoints and dismisses, upon the recommendation of the heads of federal services and federal agencies subordinate to the Ministry, deputy heads of federal services and federal agencies, heads of territorial bodies of federal services and federal agencies;

10.19. represents, in the prescribed manner, employees of the Ministry and federal services and federal agencies under the jurisdiction of the Ministry, other persons carrying out activities in the established field, for the conferment of honorary titles and state awards of the Russian Federation, the Certificate of Honor of the President of the Russian Federation, for encouragement in the form of a declaration of gratitude to them President of the Russian Federation;

10.20. issues orders of a normative nature, and on operational and other current issues of organizing the activities of the Ministry - orders of a non-normative nature.

11. Financing of expenses for the maintenance of the Ministry of Health and Social Development of the Russian Federation is carried out from funds provided in the federal budget.

12. The Ministry of Health and Social Development of the Russian Federation is a legal entity, has a seal with the image of the State Emblem of the Russian Federation and with its name, other seals, stamps and forms of the established form and accounts opened in accordance with the legislation of the Russian Federation.

The Ministry of Health and Social Development of the Russian Federation has the right to have a heraldic sign - an emblem, a flag and a pennant, established by the Ministry in agreement with the Heraldic Council under the President of the Russian Federation.

I. General provisions

1. The Ministry of Health and Social Development of the Russian Federation is a federal executive body that carries out the functions of developing state policy and legal regulation in the field of healthcare, social development, labor, physical culture, sports, tourism and consumer protection, including issues of organizing medical prevention, including infectious diseases and AIDS, medical care and medical rehabilitation, pharmaceutical activities, quality, effectiveness and safety of medicines, sanitary and epidemiological well-being, living standards and incomes of the population, demographic policy, health care provision for workers in certain sectors of the economy with especially hazardous working conditions, medical and biological assessment of the impact on the human body of especially dangerous factors of physical and chemical nature, resort business, wages, pensions, including non-state pensions, social insurance, labor conditions and safety, social partnership and labor relations , employment and unemployment, labor migration, alternative civil service, state civil service (except for issues of remuneration), social protection of the population, including social protection of families, women and children.

2. The Ministry of Health and Social Development of the Russian Federation coordinates and controls the activities of the Federal Service for Surveillance in the Sphere of Consumer Rights Protection and Human Welfare, the Federal Service for Surveillance in the Sphere of Health and Social Development, the Federal Service for Labor and Employment, the Federal Agency for Health and Social Development, Federal Agency for Physical Culture, Sports and Tourism, as well as coordination of the activities of the Pension Fund of the Russian Federation, Social Insurance Fund of the Russian Federation, Federal Compulsory Medical Insurance Fund.

3. The Ministry of Health and Social Development of the Russian Federation is guided in its activities by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties of the Russian Federation, as well as these Regulations.

4. The Ministry of Health and Social Development of the Russian Federation carries out its activities in cooperation with other federal executive authorities, executive authorities of the constituent entities of the Russian Federation, local government bodies, public associations and other organizations.

II. Authority

5. The Ministry of Health and Social Development of the Russian Federation exercises the following powers:

5.1. submits to the Government of the Russian Federation draft federal laws, normative legal acts of the President of the Russian Federation and the Government of the Russian Federation and other documents that require a decision from the Government of the Russian Federation on issues related to the established sphere of jurisdiction of the Ministry and the spheres of jurisdiction of the federal services and federal services subordinate to it agencies, as well as a draft work plan and forecast indicators for the Ministry’s activities;

5.2. on the basis and in pursuance of the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, the Ministry independently adopts the following regulatory legal acts:

5.2.1. regulations on territorial bodies of federal services and federal agencies subordinate to the Ministry;

5.2.2. qualification requirements for employees and the range of specialties in the field within the competence of the Ministry;

5.2.3. methodological recommendations on issues related to undergoing mandatory psychiatric examination by workers engaged in certain types of activities, including activities associated with sources of increased danger (with the influence of harmful substances and adverse production factors), as well as those working in conditions of increased danger;

5.2.4. the procedure for medical examination of a person in respect of whom there are sufficient grounds to believe that he is suffering from drug addiction, is in a state of drug intoxication, or has consumed a narcotic drug or psychotropic substance without a doctor’s prescription;

5.2.5. the procedure for issuing permits for the use of means and methods for diagnosing drug addiction and treating patients with drug addiction;

5.2.6. the procedure for medical observation and registration of drug addicts;

5.2.7. a list of medical contraindications for carrying out certain types of professional activities and activities associated with sources of increased danger;

5.2.8. the procedure for organizing medical care for persons detained, taken into custody, serving a sentence in prison or administrative arrest;

5.2.9. list of medical indications for artificial termination of pregnancy;

5.2.10. list of medical indications for medical sterilization;

5.2.11. acts on the provision of primary health care;

5.2.12. procedure for providing emergency medical care;

5.2.13. the procedure for providing medical care to foreign citizens, stateless persons and refugees;

5.2.14. types, volume and quality standards of specialized medical care provided in institutions of the state or municipal healthcare system;

5.2.15. types and volume of medical and social assistance provided to citizens suffering from socially significant diseases;

5.2.16. types and volume of medical and social assistance provided to citizens suffering from diseases that pose a danger to others;

5.2.17. the procedure for applying new diagnostic and treatment methods;

5.2.18. procedure for conducting biomedical research;

5.2.19. regulations on the criteria and procedure for determining the moment of death of a person and cessation of resuscitation measures;

5.2.20. procedure for conducting pathological and anatomical autopsies;

5.2.21. the procedure for admitting students of higher and secondary medical educational institutions to participate in the provision of medical care to citizens;

5.2.22. the procedure for admitting persons who do not have a completed higher medical or pharmaceutical education to engage in medical or pharmaceutical activities in the positions of workers with secondary medical education;

5.2.23. procedure for the activities of a family doctor;

5.2.24. the procedure for retraining, improving the professional knowledge of medical and pharmaceutical workers, and obtaining qualification categories for them;

5.2.25. the procedure for conducting mandatory medical examinations, recording, reporting and issuing personal medical records to employees;

5.2.26. list of transplant objects;

5.2.27. a list of healthcare institutions that carry out collection, procurement and transplantation of human organs and (or) tissues, and the rules of their activities;

5.2.28. instructions for issuing a medical certificate on the need for transplantation of human organs and (or) tissues;

5.2.29. procedure for ascertaining brain death;

5.2.30. nomenclature of healthcare organizations engaged in procurement, processing, storage of donor blood and its components;

5.2.31. procedure for medical examination of donors;

5.2.32. the procedure for monitoring blood, its components, products from donor blood, preservative solutions produced by blood service organizations;

5.2.33. the procedure for the exchange of donor blood, its components and preparations from donor blood with foreign medical organizations;

5.2.34. acts on issues related to the circulation of medicines;

5.2.35. procedure for pharmaceutical activities;

5.2.36. the maximum permissible amount of narcotic drugs, psychotropic substances and their precursors contained in preparations, for which certain control measures may be excluded;

5.2.37. lists of positions of medical and pharmaceutical workers, as well as organizations and institutions that are granted the right to dispense narcotic drugs and psychotropic substances to individuals;

5.2.38. the procedure for dispensing narcotic drugs and psychotropic substances to individuals;

5.2.39. maximum terms for prescribing specific narcotic drugs and psychotropic substances included in lists II and III of the List of narcotic drugs, psychotropic substances and their precursors, as well as the amount of narcotic drugs or psychotropic substances that can be prescribed in one prescription;

5.2.40. the form of prescription forms containing the prescription of narcotic drugs or psychotropic substances, the procedure for their registration, accounting, storage, registration rules;

5.2.41. the procedure and conditions for the use of narcotic drugs and psychotropic substances for medical purposes;

5.2.42. the procedure for creating special commissions to monitor the circulation of narcotic drugs and psychotropic substances in pharmacies and healthcare institutions;

5.2.43. list of narcotic drugs and psychotropic substances used in veterinary medicine;

5.2.44. the procedure for the use of medicines, disinfectants, immunobiological preparations, including those used abroad, not approved for use, but under consideration in the prescribed manner;

5.2.45. the procedure for dispensing medical immunobiological drugs used for immunoprophylaxis to citizens;

5.2.46. a list of infectious diseases, the threat of which requires preventive vaccinations according to epidemic indications;

5.2.47. list of medical contraindications to preventive vaccinations;

5.2.48. the procedure and timing of preventive vaccinations for epidemic indications;

5.2.49. national calendar of preventive vaccinations;

5.2.50. acts on the provision of state and municipal healthcare organizations with medical immunobiological preparations for carrying out preventive vaccinations included in the national calendar of preventive vaccinations, and preventive vaccinations for epidemic indications;

5.2.51. the procedure for registering preventive vaccinations, post-vaccination complications, registration of refusal of preventive vaccinations, as well as forms of medical documents and a certificate of preventive vaccinations;

5.2.52. Unified Tariff and Qualification Directory of Work and Professions of Workers, Unified Qualification Directory of Positions of Managers, Specialists and Employees;

5.2.53. the size of tariff rates and wage categories of the Unified Tariff Schedule for public sector employees, depending on the requirements for employees and (or) the assignment of work to qualification groups based on their complexity;

5.2.54. official salaries and other conditions of remuneration for certain categories of employees of budgetary organizations in relation to the conditions of remuneration approved by the Government of the Russian Federation;

5.2.55. wage grades and qualification requirements for positions of certain categories of workers engaged in emergency rescue and other urgent work to eliminate the consequences of emergency situations;

5.2.56. procedure for maintaining pension documentation;

5.2.57. the procedure for confirming periods of work that give the right to early assignment of an old-age labor pension;

5.2.58. the procedure for calculating and confirming the civil service length of service for assigning a long service pension to federal civil servants and determining the conformity of positions, periods of service (work) in which are included in the civil service length of service;

5.2.59. rules for applying for a long-service pension for federal civil servants, its appointment and payment;

5.2.60. rules for the payment of labor pensions and state pensions;

5.2.61. rules for applying for labor pensions and state pensions, assigning and recalculating the amount of pensions, switching from one type of pension to another;

5.2.77. a list of harmful production factors, under the influence of which it is recommended to consume milk or other equivalent food products for preventive purposes;

5.2.78. a list of preventive measures to reduce industrial injuries and occupational diseases of workers, the implementation of which is partially financed by insurance contributions for compulsory social insurance against industrial accidents and occupational diseases;

5.2.79. a list of industries, professions and positions in which work gives the right to free medical and preventive nutrition in connection with particularly harmful working conditions;

5.2.80. criteria for determining the degree of loss of professional ability to work as a result of industrial accidents and occupational diseases, the form of the rehabilitation program for victims of an industrial accident and occupational disease;

5.2.82. standard regulations on the labor protection committee (commission);

5.2.83. the procedure for registering agreements and collective agreements;

5.2.84. the procedure for financing activities to promote employment and social support for unemployed citizens;

5.2.85. the procedure for calculating average earnings to determine the amount of unemployment benefits and scholarships paid to citizens during the period of professional training, retraining and advanced training as directed by the employment service;

5.2.86. acts on territories that are classified as territories with a tense situation in the labor market;

5.2.87. the procedure for preparing and considering proposals to determine the quota for issuing invitations to foreign citizens to enter the Russian Federation for the purpose of carrying out work activities;

5.2.88. acts on the issuance of opinions on the advisability of attracting and using foreign workers;

5.2.89. lists of types of work, professions, positions in which citizens undergoing alternative civil service can be employed, as well as organizations in which it is provided for;

5.2.90. the procedure for issuing certificates of the right to benefits to former minor prisoners of concentration camps, ghettos and other places of forced detention created by the Nazis and their allies during the Second World War;

5.2.91. the procedure for concluding, amending and terminating contracts for inpatient services for elderly and disabled citizens and the form of a sample agreement for inpatient services for elderly and disabled citizens;

5.2.92. an approximate list and standards for issuing special clothing, shoes and equipment to social workers of state and municipal social service institutions;

5.2.93. the procedure for dispensary observation and treatment of minors in children's and adolescent services;

5.2.94. form, procedure for the development and implementation of an individual rehabilitation program for a disabled person;

5.2.95. lists of diseases, the occurrence or exacerbation of which may be associated with the implementation of work to eliminate the consequences of accidents at the Chernobyl nuclear power plant, on the territory of the Mayak production association and discharges of radioactive waste into the Techa River;

5.2.96. a form of certificate confirming the fact of disability, an extract from the examination report of a citizen recognized as disabled, issued by institutions of the State Service for Medical and Social Expertise;

5.2.97. form of a sample agreement on inpatient services concluded between social service institutions providing paid social services and elderly citizens and disabled people or their legal representatives;

5.2.98. standards for the provision of physical culture and health services to the population;

5.2.99. regulatory requirements for physical fitness, mandatory for preschool children and students in educational institutions;

5.2.100. Unified All-Russian sports classification;

5.2.101. normative legal acts on other issues in the established sphere of activity of the Ministry and federal services and federal agencies subordinate to the Ministry, with the exception of issues the legal regulation of which is carried out in accordance with the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation exclusively by federal constitutional laws, federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation;

5.3. conducts competitions in the prescribed manner and concludes government contracts for placing orders for the supply of goods, performance of work, provision of services for the needs of the Ministry, as well as for carrying out research work for other government needs in the established field of activity;

5.4. generalizes the practice of applying legislation and analyzes the implementation of state policy in the established field of activity;

5.5. carries out the functions of the main manager and recipient of federal budget funds allocated for the maintenance of the Ministry and the implementation of the functions assigned to the Ministry;

5.6. organizes the reception of citizens, ensures timely and complete consideration of oral and written requests from citizens, making decisions on them and sending responses within the period established by the legislation of the Russian Federation;

5.7. ensures, within its competence, the protection of information constituting state secrets;

5.8. ensures mobilization preparation of the Ministry, as well as control and coordination of the activities of federal services and federal agencies under its jurisdiction for their mobilization preparation;

5.9. organizes professional training for Ministry employees, their retraining, advanced training and internships;

5.10. interacts in the prescribed manner with government authorities of foreign states and international organizations in the established field of activity, including representing, on behalf of the Government of the Russian Federation, the interests of the Russian Federation in the World Health Organization, the International Federation of Red Cross and Red Crescent Societies, the International Labor Organization, the International Association of Inspections Labor, UN Children's Fund, UN Population Fund, International Social Security Association, European Center for Social Welfare Policy and Research, international sports and tourism organizations, other international organizations;

5.11. carries out, in accordance with the legislation of the Russian Federation, work on the acquisition, storage, recording and use of archival documents generated in the course of the activities of the Ministry;

5.12. performs other functions in the established field of activity, if such functions are provided for by federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation.

6. The Ministry of Health and Social Development of the Russian Federation, in order to exercise powers in the established field of activity, has the right:

6.1. request and receive, in the prescribed manner, information necessary for making decisions on issues within the competence of the Ministry;

6.2. establish, in the prescribed manner, insignia in the established field of activity and award them to employees of the Ministry and federal services and federal agencies under the jurisdiction of the Ministry, and other persons operating in the established field;

6.3. involve, in the prescribed manner, scientific and other organizations, scientists and specialists to study issues within the scope of the Ministry’s activities;

6.4. create coordination and advisory bodies (councils, commissions, groups, collegiums), including interdepartmental ones, in the established field of activity;

6.5. establish, in accordance with the established procedure, print media for the publication of normative legal acts in the established field of activity, official announcements, and placement of other materials on issues within the competence of the Ministry, subordinate federal services and federal agencies.

7. The Ministry of Health and Social Development of the Russian Federation in the established field of activity does not have the right to exercise control and supervision functions, as well as functions for managing state property, except in cases established by decrees of the President of the Russian Federation or decrees of the Government of the Russian Federation.

The restrictions on the powers of the Ministry established by the first paragraph of this clause do not apply to the powers of the Minister to manage property assigned to the Ministry with the right of operational management, to resolve personnel issues and issues of organizing the activities of the Ministry and its structural divisions.

When implementing legal regulation in the established field of activity, the Ministry does not have the right to establish functions and powers of federal government bodies, government bodies of constituent entities of the Russian Federation, local self-government bodies, as well as does not have the right to establish restrictions on the exercise of the rights and freedoms of citizens, the rights of non-state commercial and non-profit organizations, except for cases where the possibility of introducing such restrictions by acts of authorized federal executive bodies is expressly provided for by the Constitution of the Russian Federation, federal constitutional laws, federal laws and issues issued on the basis and in pursuance of the Constitution of the Russian Federation, federal constitutional laws, federal laws by acts of the President of the Russian Federation and the Government of the Russian Federation.

III. Organization of activities

8. The Ministry of Health and Social Development of the Russian Federation is headed by the Minister, appointed and dismissed by the President of the Russian Federation on the proposal of the Chairman of the Government of the Russian Federation.

The Minister bears personal responsibility for the implementation of the powers assigned to the Ministry of Health and Social Development of the Russian Federation and the implementation of state policy in the established field of activity.

The Minister has deputies who are appointed and dismissed by the Government of the Russian Federation.

The number of Deputy Ministers is established by the Government of the Russian Federation.

9. The structural divisions of the Ministry of Health and Social Development of the Russian Federation are departments in the main areas of activity of the Ministry. Departments include divisions.

10. Minister:

10.1. distributes responsibilities among his deputies;

10.2. approves regulations on the structural divisions of the Ministry;

10.3. in accordance with the established procedure, appoints and dismisses employees of the Ministry;

10.4. resolves, in accordance with the legislation of the Russian Federation on public service, issues related to the performance of federal public service in the Ministry;

10.5. approves the structure and staffing of the Ministry within the limits of the wage fund and the number of employees established by the Government of the Russian Federation, the cost estimate for its maintenance within the limits of the appropriations approved for the corresponding period provided for in the federal budget;

10.6. approves the annual work plan and performance indicators of the federal services and federal agencies subordinate to the Ministry, as well as reports on their implementation;

10.7. submits to the Government of the Russian Federation, upon submission from the heads of federal services and federal agencies subordinate to the Ministry, draft regulations on federal services and federal agencies, proposals on the maximum number and wage fund of employees of federal services and federal agencies;

10.8. makes proposals to the Ministry of Finance of the Russian Federation on the formation of the federal budget and the financing of federal services and federal agencies subordinate to the Ministry;

10.9. submits to the Government of the Russian Federation draft normative legal acts and other documents specified in subclause 5.1 of these Regulations;

10.10. makes proposals to the Government of the Russian Federation on the appointment and dismissal of heads of the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, and the Federal Compulsory Medical Insurance Fund;

10.11. adopts regulatory legal acts in the areas of activity of the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, the Federal Compulsory Medical Insurance Fund;

10.12. submits to the Government of the Russian Federation draft normative legal acts regulating the activities of the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, and the Federal Compulsory Medical Insurance Fund;

10.13. submits to the Government of the Russian Federation, on the proposal of the heads of the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, the Federal Compulsory Medical Insurance Fund, draft federal laws on the budgets of the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, the Federal Compulsory Medical Insurance Fund and on the implementation of these budgets ;

10.14. appoints inspections of the activities of the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, the Federal Compulsory Medical Insurance Fund in cases established by federal law;

10.15. submits to the Government of the Russian Federation in the prescribed manner proposals for the creation, reorganization and liquidation of federal state enterprises and institutions under the jurisdiction of federal services and federal agencies subordinate to the Ministry;

10.16. gives instructions to federal services and federal agencies subordinate to the Ministry and monitors their implementation;

10.17. cancels decisions of federal services and federal agencies subordinate to the Ministry that contradict federal legislation, unless a different procedure for canceling decisions is established by federal law;

10.18. appoints and dismisses, upon the recommendation of the heads of federal services and federal agencies subordinate to the Ministry, deputy heads of federal services and federal agencies, heads of territorial bodies of federal services and federal agencies;

10.19. represents, in the prescribed manner, employees of the Ministry and federal services and federal agencies under the jurisdiction of the Ministry, and other persons operating in the established field, for the conferment of honorary titles and state awards of the Russian Federation;

10.20. issues orders of a normative nature, and on operational and other current issues of organizing the activities of the Ministry - orders of a non-normative nature.

11. Financing of expenses for the maintenance of the Ministry of Health and Social Development of the Russian Federation is carried out from funds provided in the federal budget.

12. The Ministry of Health and Social Development of the Russian Federation is a legal entity, has a seal with the image of the State Emblem of the Russian Federation and with its name, other seals, stamps and forms of the established form and accounts opened in accordance with the legislation of the Russian Federation.

13. The location of the Ministry of Health and Social Development of the Russian Federation is Moscow.
