Gas supply to houses

The use of gas for heating/water heating is possible due to the low price of the fossil fuel. After primary processing, it is cleaned of impurities and additives. Since the network of gas pipelines is developed, fuel can be obtained anywhere. Gas is used for:

  • cooking;
  • water heating;
  • heating the room.

To cook food, gas stoves are used, which are conveniently connected and work smoothly. If there is no hot water in the house, then you can create a heating system. If there is no central heating in the house, you can install gas heating. By installing a boiler, you can independently regulate the temperature in the house. Whatever the purpose of the equipment, it requires proper operation and regular inspections.

Responsibilities of the population

Every person must follow the rules for using gas at home. The Russian Federation regulates this area through laws. The population must know the rules for using gas. Regulatory authorities must issue instructions with recommendations for the operation of devices.

What is prohibited?

The current rules for the use of gas at home state the need to carry out measures that are necessary for the proper operation of the equipment. However, there are actions prohibited for users:

  • independent gasification, rearrangement, repair of equipment;
  • carrying out redevelopment in rooms where gas appliances are present, as well as changing the area of ​​rooms without coordination with the relevant authorities;
  • making adjustments to the design of equipment, smoke systems, channels;
  • disabling safety and regulation automation, as well as operating faulty devices;
  • use of gas in the presence of violations in the density of masonry, plaster of stoves and chimneys.

What else can gas users not do on their own?

Rules for the safe use of gas at home require regular inspections and cleaning of the chimney and ventilation. Without this, it is prohibited to use the equipment. The devices cannot be used in rooms where the windows, blinds, or faulty ventilation are closed.

Equipment that is switched on should not be left unattended. Children should not use it themselves; adults should do this. Devices must be used strictly for their intended purpose. It is prohibited to dry laundry over the equipment. There is no need to open fire to detect leaks. The devices must not be damaged.

All these and other standards include rules for using gas in everyday life. 86-P dated April 26, 1990 (order of the VO “Rosstroygazifikatsiya” under the Council of Ministers of the RSFSR) allows you to determine actions in certain cases. For violation of the rules, administrative liability is provided. Instructions on the rules of using gas at home are carried out by service specialists. Residents are usually given instructions.

Rules for operating gas appliances

The rules for safe use of gas at home are extremely simple. Before turning on the stove, the room must be ventilated. The equipment taps must be closed, only then can the device be turned on.

You need to light a match, bring it to the burner, and open the switch. The gas should ignite throughout the entire burner. The flame is usually calm and bluish. If burner rings are used, they should be installed with the ribs facing up. No need to turn on high heat. If the cookware has a wide bottom, burner rings with high ribs are used.

Violation of the rules for using gas at home is punishable. This was established by the State Duma with the help of a bill. Failure to comply with the rules entails administrative liability. The following actions are considered violations:

  • failure to comply with safety requirements;
  • improper use of gas, as well as inaction when equipment breaks down;
  • use of equipment without a service agreement;
  • repair of the device by a non-specialist;
  • operation of equipment when its service life has passed;
  • use of a device recognized as beyond repair;
  • gas supply upon expiration of the device's service life.

For such acts, fines are provided: for citizens 500-3000 rubles, for officials - 2.5-5 thousand rubles, and for legal entities - 5-30 thousand rubles. Based on the violation, an employee of the State Housing Inspectorate draws up a protocol.

What to do if there is a gas leak?

The gas remains dangerous to human life and health. It not only poisons, but also explodes. Pure propane has no odor and therefore requires a special fragrance to recognize it. Careful handling of cylinders and stove is necessary.

Even if a leak has been detected, you must not:

  • repair equipment yourself;
  • tie ropes to pipes and do not use them for grounding;
  • Do not leave operating devices unattended.

If there is a strong smell of gas in the room, it is necessary to immediately turn off its supply and then ventilate the room. Emergency services should be called. There is no need to light a fire or use other appliances.

Checking gas equipment

Gas appliances are considered dangerous and must be inspected regularly. Only a specialist can perform this work. Warranty service allows you to identify equipment malfunctions in a timely manner.

There are 2 types of gas appliances in multi-storey buildings:

  • intra-house: taps and risers in the entrance;
  • In-house: equipment in a residential area.

By law, the homeowner is responsible for the performance of gas appliances. Checks should be carried out regularly by specialized companies. This work is carried out on the basis of a concluded contract.

Responsibility for the quality of equipment operation is assigned to management companies. Instruments must be checked every year. The agreement for the provision of such services is drawn up in writing. Regulatory authorities issue rules for using gas in everyday life.

Check Features

Maintenance involves performing routine checks of equipment for suitability. In-house appliances are risers, taps and other elements of the system located in the entrances. Maintenance is performed by the management organization.

The owner needs to have a maintenance document. This means that the initiator of the inspection can be either the owner of the premises or the management organization. Following these simple rules will extend the life of the equipment.

Household gas and its properties

Currently, household gas is widely used in everyday life. It can be used in gas stoves for cooking and in gas water heaters for heating water. Gas used for domestic purposes can be of two types: liquefied gas in cylinders and city main gas. Household gas has neither color nor odor, but in order to detect its leak, special substances that have a specific odor are added to it.

Rules for safe handling of gas appliances

A gas leak can lead to human poisoning and explosion of the premises. To prevent this, you must follow safety rules when using household gas. Let's list the main ones: - to light a gas burner, first bring a lit match, and then smoothly and carefully open the gas tap; - do not leave switched on gas burners unattended; - make sure that the liquid heated on the gas stove does not flood the burner flame; - if you notice an extinguished burner, do not try to light it again - this may lead to an explosion. According to the rules for the operation of gas equipment installed in residential buildings, all consumers of natural gas must ensure the proper operation of gas appliances.

The responsibilities of homeowners include the need to check ventilation and chimneys, as well as organize access to the premises where equipment belonging to the local GorGaz structure is installed.

Liquefied gas used in everyday life is a mixture of butane and propane. The substance is colorless and odorless. To detect leaks, an odorant (ethyl mercotan) is added to it, which makes the gas smell like a rotten egg.

General requirements for the operation of gas appliances:

  • if there is a smell of gas in the room, using the appliances, you must immediately turn off the tap, open the window, leave the gas-polluted room and call the gas emergency service (it is forbidden to smoke, turn on the lights(!) and other electrical appliances);
  • It is prohibited to gasify houses or repair gas equipment independently and without permits;
  • It is unacceptable to seal ventilation ducts, pockets and “hatches” for cleaning chimneys, to move or “brick up” ventilation systems;
  • It is prohibited to operate gas equipment with the windows closed, no ventilation, and no draft in the chimney;
  • It is strictly prohibited to use the equipment for children under 14 years of age, persons under the influence of alcohol, persons incapacitated, or those who are not familiar with the rules for operating gas appliances;
  • leave operating devices unattended;
  • It is unacceptable to load the gas pipeline (attach ropes to it for drying clothes).

It is strictly forbidden to search for the source of the leak on your own. If you smell gas in the room, the first thing you need to do is turn off the supply of blue fuel and turn off all electrical appliances.

Urgently call a gas emergency or rescue service. Warn neighbors about the current situation and leave the premises.

Requirements for operating a gas stove

Before using a gas stove, you should familiarize yourself with the rules for its safe operation.

The main conditions for proper operation of a gas stove:

  • the room in which food is prepared must be well ventilated;
  • the operation of the stove must always be monitored (it is forbidden to leave an open flame unattended);
  • after completion of operation, be sure to shut off the gas supply;
  • before starting to use the equipment, you should bring the flame source to the burner and only then turn on the supply of blue fuel;
  • Operation of the equipment should be stopped if: the flame is not visible in all openings, the color of the fire is different from bluish-violet, and flames are observed to break off.

The condition of the gas stove should be checked regularly (by a gas service specialist). It is forbidden to repair a gas stove yourself.

It is prohibited to heat the room with a gas stove. It is also strictly forbidden to independently search for a leak using soap solution or open fire.

GOST 33998-2016 states that cleaning all parts of gas cooking equipment should be as easy as possible. The use of tools for dismantling is prohibited. After cleaning, all parts must be installed in their place.

Thermostats, taps and fuses must be installed in such a way as to ensure ease of maintenance and adjustment. Some parts cannot be removed by the user themselves (nozzles). For this work you need to call a specialist.

Standards for using a geyser

A prerequisite for installing the equipment is the presence of a hood near the ceiling, which will ensure unhindered access of air into the room.

Conditions for proper use:

  • Before using the device, you need to make sure that there is traction (check with a lit match);
  • Be sure to open the window first;
  • after the column is turned on, you again need to make sure there is traction;
  • control water temperature;
  • the system should not be started unnecessarily;
  • Children and untrained people are prohibited from accessing the equipment.

If the traction is insufficient, it is prohibited to use the column. You cannot use the equipment during reverse thrust.

It is unacceptable to seal the room where the equipment is installed. Do not leave the gas valve open if the pilot burner is not lit. It is necessary to monitor the flow heater with a burning burner.

Ensuring safe operation of a gas boiler

The igniter can be ignited if there is draft in the chimney. When it burns, you should open the tap on the main burner and light it. If the burner flame goes out, stop the gas supply. Repeat all operations again. After turning on the burner, you need to check the draft again.

Operation of a gas boiler with faulty automation is prohibited. To prevent carbon monoxide from entering your living space, you need to regularly check the channels of which may become clogged with soot.

How to properly use a gas boiler is outlined in the instructions, compliance with which is mandatory for all owners of autonomous heating systems.

The following conditions must be met:

  • while the equipment is operating, the window must be open;
  • before lighting the boiler, you need to open the chimney damper;
  • before ignition, check the draft;
  • check the chimney regularly (destruction of masonry, freezing and the entry of foreign objects can reduce draft).

Do not forget to prepare equipment for work in the cold season in advance. In winter, when sharp temperature fluctuations are common, you need to carefully monitor gas appliances that use a chimney to remove combustion products.

During snowfall, rain, fog, or strong wind, the draft may disappear or reverse draft may appear, which leads to carbon monoxide entering the room and poisoning its occupants.

New rules for the use of gas in residential premises

All residents of apartment buildings are required to listen to instructions on safety measures when operating gas equipment. The event is held after the conclusion of an agreement with representatives of GorGaz. The instructions are also repeated after each scheduled inspection.

Residents are required to provide GorGaz employees with access to the premises where gas equipment is installed at any time of the day. Otherwise, you will have to pay a considerable fine. If there are no residents in the house or apartment for more than 24 hours, be sure to turn off the gas supply tap.

Residents are required to:

  • keep the ventilation clean;
  • Before starting food preparation, ventilate the room;
  • Do not place flammable furniture close to the stove.

If you smell gas in the room, immediately turn off the tap, open the windows and call emergency services.

According to the requirements of the Housing Code, to prevent emergencies, possible leaks and failure of gas equipment, technical services conduct regular inspections. The owner of the property is obliged to provide employees with unhindered access to examine the condition of the devices.

For the safe operation of gas equipment in residential buildings, inspection standards have been established. Gas stoves should be checked every three years, boilers and water heaters once a year. Faulty and outdated equipment must be replaced in a timely manner.

Residents are notified in advance in writing about the time of equipment inspection. This deprives the homeowner of the opportunity to challenge violations identified as a result of the inspection.

During the inspection, specialists must:

  • check the tightness of the fastenings at all joints;
  • make sure there are no leaks in the places where the gas pipeline connects to the gas shut-off point (if necessary, a liquid pressure gauge can be used);
  • carry out a visual inspection of the chimney and hood in residential buildings;
  • check the quality of gas supply to stoves and water heaters;
  • if necessary, adjust the intensity of the supply of blue fuel;
  • check the operation of automation and electronic devices.

If serious violations are detected, the service organization repairs equipment and pipeline sections. If breakdowns and emergencies occur due to the fault of the owners, the gas supply may be interrupted.

Other possible reasons for turning off the gas supply:

  • the user independently installed gas equipment (additional equipment);
  • when malfunctions are detected (poor ventilation, lack of exhaust hood, insufficient gas concentration);
  • illegal connection to the gas supply network;
  • an emergency has occurred;
  • during repair of gas communications or equipment;
  • in the absence of an agreement with the gas service;
  • the debt for used blue fuel exceeds two billing periods;
  • the consumer does not transmit data on the actual volume of gas used and interferes with the work of regulatory authorities;
  • equipment is used that is not specified in the contract.

20 days before disconnection from gas supply, the consumer must be informed by the gas service with which the contract is concluded. The notice must be in writing with a detailed explanation of the reasons.

The total gas outage per month for the purpose of repair work is 4 hours. If this condition is violated, for each extra hour the amount of payment for blue fuel should be reduced by 0.15%.

In the event of an emergency shutdown, the gas may be shut off without warning for a maximum of 24 hours. Gas is supplied within 48 hours. If a subscriber's gas is turned off for non-payment, the first notification is sent to him 40 days, and the second 20 days before the disconnection.

Due to the fact that gas is a flammable combustible substance, increased requirements are put forward for the operation of gas appliances. According to the new rules, responsibility for the condition of gas equipment and ventilation lies with the owners and tenants of residential premises.

Residents are required to provide access to GorGaz employees and emergency services to the premises where the equipment is installed at any time. If there is a gas leak, you must immediately turn off the fuel supply, open the window and call emergency services. It is prohibited to repair leaks or repair equipment yourself.

Instructions for the safe use of gas when meeting household needs

I. General provisions

1.1. Instructions for the safe use of gas when meeting household needs (hereinafter referred to as the Instructions) were developed in accordance with Decree of the Government of the Russian Federation dated May 14, 2013 N 410 “On measures to ensure safety when using and maintaining indoor and indoor gas equipment” (Meeting Legislation of the Russian Federation, 2013, No. 21, Article 2648; 2014, No. 18, Article 2187; 2015, No. 37, Article 5153; 2017, No. 38, Article 5628, No. 42, Article 6160).

1.2. Persons responsible for the safe use and maintenance of indoor gas equipment (hereinafter - VDGO) and indoor gas equipment (hereinafter - VKGO) are:

in relation to VDGO in an apartment building - persons managing apartment buildings, providing services and (or) performing work on the maintenance and repair of common property in apartment buildings (including management organizations, homeowners' associations, housing cooperatives or other specialized consumer cooperatives) , and in the case of direct management of an apartment building by the owners of premises in an apartment building - the owners of such premises or one of the owners of premises in such a building or another person with authority certified by a power of attorney issued by the owners of premises in an apartment building;

in relation to VDGO in households - owners (users) of households;

in relation to VKGO - owners (users) of premises located in an apartment building in which such equipment is located.

II. Instructions on the safe use of gas to meet household needs

2.1. In order to ensure the safe use of gas when meeting household needs, a specialized organization, with which an agreement has been concluded for the maintenance and repair of VDGO and (or) VKGO, conducts initial and repeated (regular) instructions on the safe use of gas when meeting household needs ( then, respectively - initial briefing, repeated (regular) briefing):

in relation to the VDGO of an apartment building - persons managing apartment buildings, providing services and (or) performing work on the maintenance and repair of common property in apartment buildings (including management organizations, homeowners' associations, housing cooperatives or other specialized consumer cooperatives) or their representatives, and in the case of direct management of an apartment building by the owners of premises in an apartment building - the owners of such premises or one of the owners of premises in such a building or another person who has authority certified by a power of attorney issued by the owners of premises in an apartment building;

in relation to VDGO in households - owners (users) of households or their representatives;

in relation to VKGO - owners (users) of premises located in an apartment building in which such equipment is located, or their representatives.

2.2. Initial training should be carried out after concluding an agreement with a specialized organization on the maintenance and repair of VDGO and (or) VKGO. There is no fee for initial training.

2.3. Initial briefing must be carried out by a specialized organization before performing work on the initial start-up of gas (including a cylinder with liquefied hydrocarbon gas (hereinafter referred to as the LPG cylinder) in the VDGO and (or) VKGO, as well as in the following cases:

before the owners (users) move into gasified residential premises belonging to them by right of ownership (other legal basis), unless these persons have a document confirming that they have undergone initial training;

when converting existing household gas-using equipment from one type of gaseous fuel to another;

when changing the type (type) of household gas-using equipment used;

when converting existing household equipment for food preparation, heating and (or) hot water supply from solid fuel (coal, firewood, peat) to gaseous.

2.4. Initial instruction must be carried out at the location of the VDGO and (or) VKGO by an employee of a specialized organization who meets the requirements established by the Rules for the Use of Gas in terms of ensuring safety when using and maintaining indoor and intra-apartment gas equipment when providing public gas supply services, approved by the Decree of the Government of the Russian Federation dated May 14, 2013 N 410 (Collected Legislation of the Russian Federation, 2013, N 21, Art. 2648; 2014, N 18, Art. 2187; 2015, N 37, Art. 5153; 2017, N 38, Art. 5628; N 42, Art. 6160) (hereinafter referred to as the Rules for Gas Use), using technical means and existing household gas-using equipment, including household gas-using equipment with organized removal of combustion products into the smoke duct.

2.6. Initial briefing should include the following information:

flammability and explosiveness limits of hydrocarbon gases (methane, propane, butane), physiological effects on humans of hydrocarbon gases, as well as carbon dioxide and carbon monoxide;

composition and properties of gas combustion products, ensuring air flow for complete combustion of gas, efficient and economical use of gas;

the procedure for connecting household gas-using equipment to smoke ducts; arrangement and operation of smoke and ventilation ducts; checking the draft in smoke and ventilation ducts, the reasons for its violation; consequences of the operation of household gas-using equipment when draft in smoke and ventilation ducts is disrupted; ventilation of premises in which household gas-using equipment is installed, organization of work to check the condition, clean and repair smoke and ventilation ducts, and maintain them in proper condition;

procedure for action in the absence (disturbance) of draft in smoke and ventilation ducts; consequences of using a valve (gate) on smoke ducts;

basic technical characteristics, principles of operation, general information about the device, design, purpose and composition of VDGO and VKGO; methods of connecting and fastening VDGO and VKGO, safety rules for the use and maintenance of VDGO and VKGO, types of malfunctions of VDGO and VKGO, places of possible gas leaks, causes of their occurrence, detection methods;

device, design, main technical characteristics, placement and principles of operation of tank, group and individual cylinder units with liquefied hydrocarbon gas (hereinafter referred to as LPG cylinder units); possible malfunctions that arise when using tank, group and individual LPG cylinder installations, the consequences of their overfilling and heating of the LPG cylinder; storage rules and procedures for replacing LPG cylinder units;

actions upon detection of malfunctions of VDGO and VKGO, detection of a gas leak (smell) in the room, alarms or indoor gas control systems are triggered;

rules for providing first aid for burns, frostbite (for LPG cylinder installations), poisoning, suffocation, and electric shock.

2.7. Persons who have completed the initial briefing are registered in the logbook of the initial briefing on the safe use of gas when meeting household needs, the maintenance and storage of which is carried out by a specialized organization.

2.8. The person who has completed the initial briefing is given a copy of the Instructions, as well as a document confirming completion of the initial briefing.

2.9. Repeated (regular) briefing of the persons specified in paragraph 2.1 of the Instructions must be carried out by a specialized organization during the next technical maintenance of the VDGO and (or) VKGO. There is no fee for repeated (next) instruction.

2.10. The owner (user) of a home or residential premises in an apartment building or his representative, who has undergone initial or repeated (regular) instruction, must familiarize all persons permanently residing with him in the occupied residential premises with the requirements of the Instructions.

III. Rules for the safe use of gas by persons managing apartment buildings, providing services and (or) performing work on the maintenance and repair of common property in apartment buildings

3.1. Persons managing apartment buildings, providing services and (or) performing work on the maintenance and repair of common property in apartment buildings must:

3.1.1. If a gas leak is detected and (or) alarms or indoor gas pollution systems are triggered, perform the actions listed in Chapter V of the Instructions.

3.1.2. Appoint a person responsible for the safe use and maintenance of the VDGO, who must undergo initial training in the use of technical means and existing household gas-using equipment, including household gas-using equipment with organized removal of combustion products into the smoke duct.

3.1.3. Ensure proper maintenance of smoke and ventilation ducts, including independently (if you have a license issued in the manner prescribed by the Regulations on licensing activities for the installation, maintenance and repair of fire safety equipment for buildings and structures, approved by Decree of the Government of the Russian Federation of December 30, 2011 N 1225 (Collection of Legislation of the Russian Federation, 2012, N 2, Art. 298; 2015, N 19, Art. 2820; 2017, N 42, Art. 6160) (hereinafter referred to as the License), or under an agreement with an organization that has A license to promptly and efficiently check the condition and functioning of smoke and ventilation ducts, the presence of draft, as well as, if necessary, cleaning and (or) repair of smoke and ventilation ducts (including duct heads).

3.1.4. Before starting work to check the condition, clean and repair smoke and ventilation ducts, notify the owner (user) of the premises in an apartment building about the need to turn off household gas-using equipment for the period of the specified work.

3.1.5. During the heating season, ensure the prevention of freezing and blockage of the ends of smoke and ventilation ducts.

3.1.6. If it is established that the smoke and (or) ventilation ducts of an apartment building are in poor condition, immediately notify the owners (users) of the premises in the apartment building about the inadmissibility of using household gas-using equipment.

3.1.7. Ensure proper operation of VDGO.

3.1.8. Immediately notify the emergency dispatch service of the gas distribution organization if the following violations are detected:

the presence of a gas leak and (or) activation of alarms or gas control systems in premises;

deviation of the gas pressure value from the values ​​​​provided by the Rules for the provision of utility services to owners and users of premises in apartment buildings and residential buildings, approved by Decree of the Government of the Russian Federation of May 6, 2011 N 354 (Collected Legislation of the Russian Federation, 2011, N 22, Art. 3168 ; 2012, N 23, article 3008; N 36, article 4908; 2013, N 16, article 1972; N 21, article 2648; N 31, article 4216; N 39, article 4979; 2014, N 8, Art. 811; N 9, Art. 919; N 14, Art. 1627; N 40, N 5428; N 47, Art. 6550; N 52, Art. 7773; 2015, N 9, Art. 1316; N 37, Art. 5153; 2016, N 1, Art. 244; N 27, Art. 4501; 2017, N 2, Art. 338; N 11, Art. 1557; N 27, Art. 4052; N 38, Art. 5628; Official Internet portal of legal information www.pravo.gov.ru, April 3, 2018, N 0001201804030028) (hereinafter referred to as the Rules for the provision of utility services);

unauthorized shut-off of shut-off valves (taps) installed on gas pipelines that are part of the VDGO;

accident or other emergency situation that arose when using gas.

3.1.9. Ensure the availability of design, operational and other technical documentation, including confirming the proper technical condition of the VDGO, smoke and ventilation ducts, and also provide copies of these documents at the request of a specialized organization, authorized executive authorities of the constituent entities of the Russian Federation exercising regional state housing supervision ( hereinafter - state housing supervision bodies) and authorized local government bodies exercising municipal housing control (hereinafter - municipal housing control bodies).

3.1.10. Ensure the safety of the contract for the maintenance and repair of VDGO and (or) VKGO, the contract for technical diagnostics of VDGO and (or) VKGO (if any), as well as acceptance certificates for work performed (services rendered), notifications (notifications) of a specialized organization, gas supplier, regulations of state housing supervision authorities and municipal housing control authorities.

3.1.11. Provide timely maintenance, repair, technical diagnostics and replacement of VDGO and (or) VKGO.

3.1.12. No later than 10 working days before the start of a planned interruption in the supply and (or) reduction in the operating pressure of cold water, inform the owners (users) of premises in an apartment building in which heat generators are located about the timing of such a interruption.

3.1.14. At least once every 10 working days, check the gas contamination of basements, cellars, underground areas and technical floors, recording the control results in the inspection log, indicating the date of the inspections, the persons who carried them out, the premises in which the inspections were carried out, and the results of the inspections.

3.1.15. Before entering basements, cellars, underground spaces and technical floors, before turning on the electric lighting or lighting a fire, make sure that there is no gas contamination in these rooms.

3.1.16. Timely take measures to comply with notifications (notices) of a specialized organization, as well as instructions from state housing supervision bodies and municipal housing control bodies.

3.1.17. At any time of the day, provide unimpeded access to the premises in which the VDGO is located, as well as provide assistance in providing access to the VKGO to employees of the emergency dispatch service of the gas distribution organization, as well as other emergency operational services in order to prevent, localize and eliminate accidents associated with the use of and the content of VDGO and (or) VKGO.

3.1.18. Ensure the flow of air into the room in an apartment building in which gas-using equipment is installed, which is part of the VDGO. In this case, in the lower part of the door or wall opening into the adjacent room, it is necessary to provide a grille or a gap between the door and the floor, as well as special air supply devices in the outer walls or windows of the specified room.

3.1.19. On the basis of an agreement on the maintenance and repair of VDGO and (or) VKGO and an agreement on technical diagnostics of VDGO and (or) VKGO, provide representatives of a specialized organization with access to VDGO, as well as facilitate their access to VKGO for the purposes of:

carrying out preventive and unscheduled work aimed at the safe use of VDGO and (or) VKGO;

suspension, resumption of gas supply in cases provided for by the Rules for the use of gas, the Rules for the provision of utility services, the Rules for the supply of gas to meet the household needs of citizens, approved by Decree of the Government of the Russian Federation of July 21, 2008 N 549 (Collection of Legislation of the Russian Federation, 2008, N 30, Art. 3635; 2011, N 22, Art. 3168; 2013, N 21, Art. 2648; 2014, N 8, Art. 811; 2014, N 18, Art. 2187; 2017, N 38, Art. 5628) (hereinafter referred to as the Gas Supply Rules).

IV. Rules for the safe use of gas by owners (users) of households in relation to VDGO and premises in apartment buildings in relation to VKGO

4. Owners (users) of households and premises in apartment buildings must:

4.1. Know and follow the Instructions.

4.2. If a gas leak is detected and (or) alarms or indoor gas pollution systems are triggered, perform the actions listed in Chapter V of the Instructions.

4.3. Monitor the condition of smoke and ventilation ducts, keep chimney cleaning pockets clean, check for the presence of draft before turning on and during operation of household gas-using equipment.

4.4. Ensure that the valve (valve), if present, is removed from the structure of the heating household stove with an installed gas burner device and the resulting hole (gap) is sealed from the outside of the wall of the smoke channel.

4.5. Before igniting the burners of household gas-using equipment, ensure preliminary ventilation of the combustion chamber (furnace, oven) for 3-5 minutes.

4.6. After finishing using gas, close the taps on household gas-using equipment, and when placing the LPG cylinder inside a household or a room in an apartment building, additionally close the cylinder valve.

4.7. Immediately report to the emergency dispatch service of the gas distribution organization if the following facts are detected:

presence of gas leaks and (or) alarms or indoor gas control systems;

absence or disturbance of draft in smoke and ventilation ducts;

deviation of gas pressure from the values ​​​​provided by the Rules for the provision of public utilities;

suspension of gas supply without prior notice from a specialized organization or gas supplier;

unauthorized shut-off of shut-off valves (taps) located on gas pipelines that are part of the VDGO;

damage to VDGO and (or) VKGO;

accident or other emergency situation that arose when using gas;

leakage currents flowing through VDGO and (or) VKGO, short circuits to the housing of household gas-using equipment and equalizing currents.

4.8. Before entering basements and cellars, before turning on the electric lighting or lighting a fire, make sure that there is no gas contamination in the room.

4.9. Ensure, within the time limits established by federal laws and other regulatory legal acts of the Russian Federation, storage of:

notifications (notices) of a specialized organization, gas supplier, instructions from state housing supervision authorities and municipal housing control authorities;

technical documentation for VDGO and (or) VKGO, copies of which must be submitted in a timely manner at the request of a specialized organization, state housing supervision authorities and municipal housing control authorities;

agreement on maintenance and repair of VDGO and (or) VKGO, agreement on technical diagnostics of VDGO and (or) VKGO (if any), as well as acceptance certificates for work performed (services rendered).

4.10. Provide timely maintenance, repair, technical diagnostics and replacement of VDGO and (or) VKGO.

4.11. Timely take measures to comply with notifications (notifications) of a specialized organization, as well as instructions of state housing supervision authorities and municipal housing control authorities in terms of compliance with the mandatory requirements for the existence of an agreement on the maintenance and repair of VDGO and (or) VKGO with a specialized organization that meets the requirements, established by the Gas Use Rules.

4.12. At any time of the day, provide unimpeded access to the premises in which the VDGO and (or) VKGO are located for employees of the emergency dispatch service of the gas distribution organization, as well as other emergency operational services in order to prevent, localize and eliminate accidents related to the use and maintenance of VDGO and (or) VKGO.

4.13. In the event of the upcoming absence of persons for more than 24 hours in a room in an apartment building, close the shut-off valves (taps) located on the branches (drops) to household gas-using equipment, except for heating household gas-using equipment designed for continuous operation and equipped with appropriate safety automatics.

4.14. Close shut-off valves (taps) located on branches (drops) to domestic gas-using heating equipment, including those designed for continuous operation and equipped with appropriate safety automatics, in the event of the upcoming absence of persons in the premises in an apartment building for more than 48 hours.

4.15. Provide access for representatives of a specialized organization, gas supplier to VDGO and (or) VKGO for the purposes of:

carrying out work on maintenance, repair, installation, replacement, technical diagnostics of VDGO and (or) VKGO;

suspension of gas supply in cases provided for by the Rules for Gas Use, Rules for the Provision of Utilities, Rules for Gas Supply.

4.16. Monitor the proper operation of household gas-using equipment.

4.17. Ensure the proper technical condition of VDGO and (or) VKGO, gas metering devices and the safety of the seals installed on them.

4.20. Install (place) furniture and other flammable objects and materials at a safe distance from household gas-using equipment in accordance with the requirements of fire safety standards.

4.21. Ensure air flow into the room in which gas-using equipment is installed, which is part of the VDGO and (or) VKGO. In this case, in the lower part of the door or wall opening into the adjacent room, it is necessary to provide a grille or a gap between the door and the floor, as well as special air supply devices in the outer walls or windows of the specified room.

V. Actions upon detection of a gas leak

5.1. If a gas leak is detected in a room (household, apartment, entrance, basement, cellar, etc.) and (or) alarms or indoor gas control systems are triggered, the following measures must be taken:

immediately stop using household gas-using equipment;

close the shut-off valves (taps) on household gas-using equipment and on the branch (outlet) to it;

when placing an LPG cylinder inside a household or premises in an apartment building, additionally close the valve of the LPG cylinder;

immediately ensure the flow of air into the premises where a gas leak is detected;

in order to prevent the occurrence of a spark, do not turn on or off electrical appliances and equipment, including electric lighting, electric bells, radio-electronic communications (mobile phones and others);

do not light a fire, do not smoke;

take measures to remove people from the polluted environment;

notify (if possible) about precautionary measures for people located in adjacent premises in an apartment building, including in premises belonging to the common property of the owners of premises in an apartment building (in the entrance, corridor, staircase and others);

leave the premises in which a gas leak is detected and go to a safe place, from where you report the presence of a gas leak by phone to the emergency dispatch service of the gas distribution organization (when calling from a mobile phone, dial 112, when calling from a landline phone, dial 04), and also if necessary, to other emergency operational services.

VI. Rules for handling VDGO and VKGO by persons managing apartment buildings, providing services and (or) performing work on the maintenance and repair of common property in apartment buildings, owners (users) of households and premises in apartment buildings

6. Persons managing apartment buildings, providing services and (or) performing work on the maintenance and repair of common property in apartment buildings, owners (users) of households and premises in apartment buildings must not:

6.1. Perform actions to install gas pipelines of gas consumption networks and their technological connection to the gas distribution network or other source of gas, as well as to connect household gas-using equipment to a gas pipeline or a tank, group or individual cylinder LPG installation without complying with the requirements provided for by the legislation of the Russian Federation (unauthorized gasification);

6.2. Conduct, in violation of the legislation of the Russian Federation, the reconstruction of VDGO and (or) VKGO, smoke and ventilation ducts.

6.3. Close (brick up, seal) the openings of smoke and ventilation ducts, hatches of chimney cleaning pockets.

6.4. Carry out unauthorized reconstruction and (or) redevelopment of premises in which VDGO and (or) VKGO are installed, without coordination with the local government in the manner prescribed by the housing legislation of the Russian Federation.

6.5. Independently, without involving a specialized organization, check the operation of alarms or gas control systems in premises.

6.6. Install a valve (gate) on the smoke channel, chimney, chimney.

6.7. Use and install a gas burner device in heating household stoves when they are placed in apartment buildings.

6.8. Use and install household gas-using equipment, the power of which exceeds the values ​​​​allowed by regulatory legal acts of the Russian Federation, technical documents and design documentation.

6.9. Violate the safety of seals installed on gas meters.

6.10. Unauthorized connection of VDGO and (or) VKGO, including household gas-using equipment, after it has been disconnected by a specialized organization or gas distribution organization, including the emergency dispatch service that is part of it, as well as other emergency operational services.

6.11. Connect smoke vents from household gas-using equipment to ventilation ducts.

6.12. Make changes to the design of smoke and ventilation ducts, the openings of which go into rooms with installed household gas-using equipment.

6.13. Turn off the safety automatics of household gas-using equipment.

6.14. Use VDGO and (or) VKGO, the designs of which provide for connection to an electrical network or the presence of galvanic elements (batteries), without complying with the requirements of the manufacturers.

6.15. Leave operating household gas-using equipment unattended, except for equipment designed for continuous operation and equipped with appropriate safety automatics, for the period of time specified in paragraphs 4.13 and 4.14 of the Instructions.

6.16. Allow preschool children, persons who do not control their actions, persons with disabilities that do not allow the safe use of household gas equipment, as well as persons who have not been trained in the safe use of gas to meet household needs to use household gas equipment.

6.17. Leave taps on household gas-using equipment in the open position without ensuring ignition of the gas-air mixture on gas-burning devices for more than 5 seconds.

6.18. Use open fire, turn on or off electrical appliances and equipment, including electric lighting, electric bells, radio-electronic communications (mobile phones and others) in the following cases:

performing maintenance and repair work on VDGO and (or) VKGO;

gas leak detection;

triggering alarms or indoor gas monitoring systems.

6.19. Restrict access to the VDGO and (or) VKGO to representatives of a specialized organization or gas supplier with foreign objects (including furniture) to carry out work to ensure the proper use and maintenance of the VDGO and (or) VKGO.

6.20. Use VDGO and (or) VKGO for purposes other than their intended purpose, including:

heat the premises with household gas-using equipment intended for cooking;

tie foreign objects (ropes, cables, etc.) to the gas pipelines that are part of the VDGO and (or) VKGO;

use gas pipelines as supports or grounding conductors;

dry clothes and other items over or near household gas-using equipment;

expose VDGO and (or) VKGO to static or dynamic loads.

use coal, coke or other types of solid fuel to heat household heating stoves designed to operate on gaseous fuel.

6.21. Use for sleeping and resting rooms in which household gas-using equipment is installed.

6.22. Twist, crush, bend, stretch or clamp gas hoses connecting household gas-using equipment to the gas pipeline.

6.23. Check the operation of ventilation ducts, the tightness of VDGO and (or) VKGO connections using open flame sources, including matches, lighters, candles and others.

6.24. Allow damage to VDGO and (or) VKGO, gas theft.

6.25. Unauthorizedly, without undergoing special training or without submitting an appropriate application to a specialized organization, replace empty LPG cylinders, as well as connect LPG cylinders to household gas-using equipment.

6.26. Store LPG cylinders in residential buildings, premises in apartment buildings, as well as on escape routes, staircases, basements, basements and attics, on balconies and loggias.

6.27. Place inside residential buildings and premises in apartment buildings LPG cylinders for household gas-using equipment, with the exception of 1 cylinder connected to a factory-made household gas stove, in the volume allowed by the Fire Safety Rules in the Russian Federation, approved by the Decree of the Government of the Russian Federation dated April 25, 2012. N 390 (Collection of Legislation of the Russian Federation, 2012, N 19, Art. 2415; 2014, N 9, Art. 906; N 26, Art. 3577; 2015, N 11, Art. 1607; N 46, Art. 6397; 2016 , N 15, Art. 2105; N 35, Art. 5327; N 40, Art. 5733; 2017, N 13, Art. 1941; N 41, Art. 5954; N 48, Art. 7219; 2018, N 3, Article 553).

6.28. Expose the LPG cylinder to solar and other thermal effects.

6.29. Install (place) furniture and other flammable items and materials without complying with the requirements for distances from household gas-using equipment established by the legislation of the Russian Federation in the field of fire safety.

6.30. Place the LPG cylinder at a distance of less than 0.5 m from a household gas stove (except for built-in cylinders), 1 m from heating appliances, 2 m from burners of household heating stoves, less than 1 m from an electric meter, switches and other electrical appliances and equipment.

6.31. Allow electrical wires to come into contact with LPG cylinders.

6.32. Place the LPG cylinder installation at emergency exits, on the side of the main facades of buildings.

6.33. Turn over, place deviated from the vertical or in an unstable position an LPG cylinder connected to household gas-using equipment.

6.34. Use VDGO and (or) VKGO in the following cases:

6.34.1. Absence of an agreement on the maintenance and repair of VDGO and (or) VKGO, concluded with a specialized organization.

6.34.2. Lack of draft in chimneys and ventilation ducts.

6.34.3. Lack of air flow in the amount necessary for complete combustion of gas, including for the following reasons:

the absence or presence in the closed position of an adjustable window sash, transom, window, special air supply device in external walls or windows, the closed position of the louvre grille on the ventilation duct in the room in which household gas-using equipment is installed;

use in a room in which household gas-using equipment with exhaust of combustion products into the smoke duct is installed, devices for electro-mechanical stimulation of air removal, not provided for in the design documentation.

6.34.4. Lack of timely inspection of the condition of smoke and ventilation ducts.

6.34.5. Lack of a sealed connection between the chimney from household gas-using equipment and the smoke duct.

6.34.6. The presence of a violation of the integrity and density of the brickwork (presence of cracks, destruction), the tightness of smoke and ventilation ducts.

6.34.7. The presence of a valve (gate) on the smoke channel, chimney, chimney.

6.34.8. There is a malfunction in the safety automation.

6.34.9. Presence of a gas leak that cannot be repaired during maintenance.

6.34.10. The presence of a malfunction, understaffing or unsuitability for repair of the VDGO and (or) VKGO.

6.34.11. The presence of an unauthorized connection of VDGO and (or) VKGO to the gas pipeline of the gas distribution network or other source of gas.

6.34.12. The presence of an emergency condition of building structures of a household or apartment building in the premises of which VDGO and (or) VKGO are installed.

6.34.13. The presence of an expired standard service life or service life established by the manufacturer for VDGO and (or) VKGO (separate equipment included in the VDGO and (or) VKGO) in the absence of a positive conclusion based on the results of technical diagnostics of the specified equipment, and in case of extension of this period, based on the results of technical diagnostics, the presence of an expired extended service life of the specified equipment.

Persons responsible for the safe use and maintenance of indoor gas equipment (VDGO) and indoor gas equipment (VKGO) have been identified.

In relation to VDGO in an apartment building (MD), these are persons who manage the BD, provide services and (or) perform work on the maintenance and repair of common property, and in the case of direct management of the BD by the owners of the premises in it - the owners of such premises or one of the owners or other a person who has authority certified by a power of attorney issued to him by all or a majority of the owners of the premises.

In relation to VDGO in households, these are the owners (users) of households.

In relation to VKGO - owners (users) of premises located in an apartment building in which such equipment is located.

The organization with which an agreement on the maintenance and repair of VDGO and (or) VKGO is concluded provides the listed responsible persons with initial and repeated (regular) instructions on the safe use of gas when meeting household needs.

Rules for the safe use of gas have been established; actions when a gas leak is detected; actions that should not be taken by responsible persons.

Of course, gasification in homes is unlikely to surprise anyone today (unless, of course, you have relatives in the Amazon jungle). But habit can also be bad.

There are two types of “home” gas: methane (the one that goes through the main pipe to your stove) and propane/butane (it is delivered in red cylinders). An ordinary person not only cannot distinguish these gases, he will not even detect them - they have no smell. However, precisely so that their leak can be detected, a substance that has a rather unpleasant odor is added to the gas. It is he who is associated with gas.

IT IS IMPORTANT TO KNOW

Methane is lighter than air and tends to rise.

Bottled gas is heavier - it accumulates at the bottom and penetrates under the floor if there are cracks.

If there is a leak from a cylinder, for example, in a country house, where there are often cellars and underground floors, even if the leak is small, there is a risk that gas can accumulate and one day one small spark from the switch will be enough to cause a disaster.

If there is no electricity in your cellar, you can simply inhale the gas.

According to statistics, the main cause of all gas incidents is simple negligence and neglect of established safety standards. Therefore, in order to be considered a zealous owner, follow a few rules:

1. Before igniting and during combustion of gas appliances, ventilate the room by slightly opening a vent or window or turning on the forced ventilation system.

2. . Check the draft in the smoke channels before ignition, do this periodically during combustion.

3. No matter how trivial it may sound, do not leave switched on gas appliances unattended.

4. Do not use gas stoves for heating! Why - see the section “Carbon monoxide”.

5. Do not construct, carry or repair gas equipment yourself! This is very dangerous and can lead to an explosion, unless of course you are a gas service worker.

6. If there are no residents in the building for a long time, it is better to take the cylinders outside the building and turn off the gas equipment. Even minimally leaking systems can form explosive concentrations of gas and air over a long period of time in enclosed spaces!

And one more thing: if there is an accident on the highway and it is blocked, do not leave the valves open. Gas can be given at any time without warning, and you simply won’t notice. The consequences can be the most dire.

HOW TO DETECT A LEAK

Visually: Soap suspected leak locations - most often these are joints in pipes and fittings. Where a bubble is inflated from soapy water, there is a leak;

Aurally: in case of a strong leak, a characteristic hiss will tell you... at least where it is worth lathering to check;

By smell: the characteristic odor becomes stronger near the leak site. And the very fact of the appearance of a smell is a reason for carrying out the above-described measures.

And, of course, don’t even think about looking for a leak with a lighter!

IF A GAS LEAK HAS STILL OCCURRED

1. Don't use electrical appliances

Do not insert or remove plugs from sockets - any spark may cause an explosion. Don't do anything at all that could cause a spark or increase in temperature.

2. Call service “04” immediately

Better from neighbors or by mobile phone.

3. While waiting for the emergency signal, ventilate the apartment

Open the windows, create a draft that should blow away everyone present in the apartment except you. There shouldn't be any extra ones. Let them go and meet the gas workers. It’s better to turn off the intercom and bell (see point 1).

IF THE GAS IGNITES AT THE LEAK POINT

If it is possible to turn off the supply before the leak occurs, turn it off and everything will go out. If not, under no circumstances should you use mascara! At most, you can try to remove flammable objects from the area affected by the flame. But in this case, a fire is less dangerous than an open gas leak. The consequences of the explosion will be enormous - there have been cases when half a house was destroyed due to a gas leak. Therefore, take all your people out of the apartment and run away yourself, calling the emergency gas service and fire department on the run by calling 112.

With a balloon everything is, of course, simpler. But the principles are absolutely the same.

If there is a leak from the cylinder, disconnect it from the fittings (if there is nothing, cut off the rubber hose) and take the cylinder outside. Be sure to take an assistant. In order not to drop it, it is fraught with at least ignition. Call the emergency services on 112, and if the cylinder is not working properly, ask them for a conclusion in order to exchange it for a new one.

If gas suddenly catches fire at the site of a leak from a cylinder, try calling the fire department by calling 112, wrapping your hands in a wet towel and turning off the valve. If the flame is small, throw the same wet towel over the gushing area, extinguish the flame, take the cylinder outside and wait for the emergency crew to arrive.

If the flame is large, you should not extinguish it, so as not to let gas into the room - an explosion is possible.
