The head of the construction department of the Ministry of Defense, Maxim Chengaev, left his post. This was reported to RBC by an interlocutor in the military department and confirmed by a source close to Chengaev himself. According to the latter, the official left the ministry about two weeks ago, but did not tell anyone why he left the service and where he would work in the future. The Ministry of Defense declined to comment officially. Chengaev did not answer RBC's questions.
On Chengaev’s page on the Ministry of Defense website, his position is no longer indicated. And Marina Balakireva is listed as the acting head of the construction department. She is also the chairman. Her appointment was not officially announced. The Ministry of Defense also posted an advertisement seeking candidates for the position of head of the department. The requirements include at least six years of experience in the state civil service or at least seven years of work in the specialty and experience in management positions in the field of construction.
Spetsstroy will be abolished in accordance with the decree of President Vladimir Putin until October 1, 2017 due to numerous authorities and the deadlines for the execution of work and the financial discipline of enterprises subordinate to the agency. Spetsstroy owns 19 enterprises (the parent organization and 18 federal state unitary enterprises), which employ about 37.6 thousand people. After the reorganization, the military department agreed to take over eight federal state unitary enterprises, which will be engaged in the construction of military facilities. Currently, more than 2 thousand special and social facilities are being built for the Ministry of Defense.
The department that left Chengaev, in addition to construction and major repairs, is engaged in the purchase of housing and planning of territory for the placement of military infrastructure facilities. “The department receives the entire budget of the ministry for construction. It is the construction department, acting as the customer, that distributes funds under specific contract agreements,” a source close to the department told RBC. Working as the head of such a unit is extremely difficult, because the military department has many ambitions, noted Ruslan Pukhov, director of the Center for Analysis of Strategies and Technologies, in a conversation with RBC. “This includes the Arctic, and the construction of infrastructure on the border with Ukraine, and some construction work in Syria. Taking into account the fact that the military budget is being reduced, it is becoming more and more difficult to fit into the given financial framework every year,” the expert believes.
Chengaev was appointed head of the department by order of Defense Minister Sergei Shoigu in February 2017. At the end of 2016, the 39-year-old official, according to income statements published on May 10, was an employee of the military department. His earnings amounted to 51.9 million rubles. - this is five times more than Shoigu’s annual income. Chengaev has no declared property, but he has an apartment with an area of 109 square meters. m and a land plot of 1000 sq. m. His wife’s income for 2016 amounted to 4.9 million rubles. According to the declaration, she owns an apartment of 119 square meters. m, a parking space (which she shares with her husband) of 65 sq. m and a Lexus LX 570 car.

On Thursday it became known that the richest employee of the Russian Ministry of Defense - head of the department's construction department Maxim Chengaev - left the ministry. According to Kommersant, in the near future he may take the position of vice-governor in one of the constituent entities of the federation. Marina Balakireva, deputy head of the department and chairman of the liquidation commission of Spetsstroy, will temporarily fulfill his duties in the military department. The search for a new head of the department has already begun.
The first information about Mr. Chengaev’s resignation appeared several weeks ago: then several Kommersant sources in the department reported that he wrote a letter of resignation in connection with a transfer to another job. On Thursday, on the website of the Ministry of Defense, his deputy and head of the liquidation commission of Spetsstroy, Marina Balakireva, was already listed as acting. According to Kommersant's sources, this is a temporary solution - another person will be appointed as the new head of the construction department; the department has already begun searching for candidates. Maxim Chengaev’s report will be satisfied in the near future: the signature of Defense Minister Sergei Shoigu is enough for this.
Mr. Chengaev moved to the Ministry of Defense on February 1, replacing the acting head of the construction department, Alexander Vlasov. The immediate reason for his imminent departure from the department was the offer to move to a new job, says one of Kommersant’s interlocutors: “He will be promoted and will work in one of the Russian regions with the rank of vice-governor.”
There is no information yet about the specific region in which Mr. Chengaev will work: we only know that this is definitely not the Kaliningrad region, where he himself is from.
Another source said that the option of appointing Maxim Chengaev as deputy presidential envoy in one of the federal districts is also being considered. Mr. Chengaev himself did not answer Kommersant’s questions on Thursday, advising him to contact the press service of the Ministry of Defense. They refused to make any comments.
Maxim Chengaev was born in the city of Slavsk, Kaliningrad region. In 2000 he graduated from the law faculty of the local state university. Eight years later, he was elected as a deputy of the district council of the Slavsky municipal district from United Russia, but did not participate in the next elections. Mr. Chengaev is also a candidate of psychological sciences and a retired police officer. Participated in hostilities in Chechnya.
He was also listed as a regional representative of the international charitable foundation “Patrons of the Century” and deputy chairman of the Kaliningrad city organization of disabled combat veterans in Afghanistan. He was one of the founders of the regional organization "Union of Law Enforcement Workers", as well as the association of search teams "Memory", the organization "Society and Law", LLC "Protection Strategy". In 2002, Mr. Chengaev was one of the founders of Varyag LLC, and in 2003 he owned a quarter of the share of Regionstroykomplekttrans-Service CJSC (both companies are currently liquidated). Later, Maxim Chengaev worked as an adviser to the general director of Gaz-Oil LLC (part of Gazprom), representing, among other things, a project for the construction of a liquefied natural gas complex in the Kaliningrad region. In 2015, Maxim Chengaev was a member of the board of directors of the Main Directorate for the Arrangement of Troops, owned by the Russian Ministry of Defense.
