Input data:
SNT, a new transformer (replaced the old one 3 years ago), it is bred along the poles with SIP.
Demolished the old one last year. panel house, installed a change house at the entrance, which became a building for inventory and will remain in this place forever. Since the previous chairman saved on poles and installed them every 2 sections (the distance between the poles is 45-50 m), it was extremely inconvenient for me to connect, I installed an additional pole outside my site at my own expense, from which I had already connected temporarily for the demolition of the old and the construction of a new house 3 phases, in the change house there is a metering board. Underground cables were laid from the change house underground (VVGng in PND) to 2 more buildings in which we now live.
CIP by air comes into a plastic box on outer wall change houses -> 3-pole machine 25A. -> VVG-ng 5x10 through a metal sleeve in the wall inside the change house into the introductory accounting switchboard.
In the input shield VA 25A -> 3-phase meter -> RCD 40A 100mA (fire protection), then automatic machines: 1 phase for consumers in a change house, 2nd and 3rd in two buildings on the site. The buildings have their own local introductory shields with differential. machine guns, machine guns, etc.
Grounding has not been done and this is a separate upcoming headache, it remains to be seen which system is better to use: TN-C-S or TT.
Judging by who pulled the lines and how, they did not hear about re-grounding on poles. I found only on 1 pole out of 6 on our street a bar from top to bottom, but I'm not at all sure that it is connected to PEN somewhere from above. Therefore, I have absolutely no confidence that when zero burns out somewhere along the way to me, everyone will not go through my local grounding.

Built a new one over the winter frame house planned for permanent residence. Now the question of connection has arisen, I have already broken my head on how best to do it. On the one hand, there are PUE, fulfilling the requirements of which it is better not to start electricity at all in a house (wooden), on the other hand, PUE physical. persons are not decreed, but security must be provided at a sufficient level.

There are 2 options:
1. (I really don't want to do it) Transfer overhead line(SIP) with an external box (with a machine gun) on the facade of the house, a hole in the wall (wall thickness 35 cm), entry through steel pipe in a room on the 2nd floor already VVG-ng 10 sq. m, laying it inextricably from the second floor to the boiler room on the first (again in metal pipe?). Where, in this case, to enter the wire from the re-grounding and where to separate PEN into PE and N (in the case of a TN-C-S system)?

2. Leave air input to the change house as it is now, insert the SIP into the machine in the outer shield on the wall, introduce re-grounding there, separate it into PE and N and then underground copper cable 5x10 via mortgage plastic pipe under strip foundation put into the boiler room. The embedded pipe is already out in the boiler room, although it is a 50 mm sewer pipe, but after suffering, you can replace it with some other one. Transfer the existing metering board with a meter to the same boiler room. The distance between the change house and the house is 10 m. Can the incoming wire (PE) be considered normal grounding or do one more re-grounding near the house?

I want to do option 2 so as not to drill a difficult pie frame house, do not distort the facade and ceilings. Does it have the right to life? And if not, why not? By common sense or by PUE?

Transfer introductory shield with counter on street pole OUTSIDE of my site I don’t consider it at all, I don’t want it and that’s it. And he proved that he did not have to do this on general meeting SNT. Yes, they steal from us too, but installing a counter on a pole does not solve the problem of theft in any way, but it adds a wonderful opportunity for marginal elements to do anything with my expensive equipment.

The Board of Horticulture is authorized to make decisions on the connection of three-phase meters, if necessary (for example, a house is being built or for other reasons). To obtain permission to install a three-phase meter, a gardener must submit an application to the Horticulture Board, in which he indicates for what purposes he needs a three-phase meter, what power he asks to allocate to the house. Gardening, if possible, satisfies the request of the gardener or refuses if it is impossible to satisfy it. Perhaps earlier the board allowed gardeners to connect three phases to the house during the construction of the house, but now this need has disappeared. The electrician, together with the person responsible for the electrical economy, must conduct an inspection, draw up an act in which to indicate the presence of three-phase meters in the houses and their need. The gardener is obliged to provide the inspectors with permission to connect three phases to the house and install three-phase meters. The Board of Horticulture, in case of satisfaction of the gardener's application for connecting three phases to the house, must issue specifications.

The gardener, on the basis of technical specifications, at his own expense, carries out the project and its approval. After doing installation work electricity is connected to the house only after the commissioning of work in accordance with the project, obtaining permission to turn on from state supervision, instructing the gardener, as well as checking resistance, grounding - that is, all the necessary parameters provided for by regulatory documents.

Depending on the power of the transformer and the power allocated to horticulture, the general meeting (meeting of authorized) members of horticulture may decide to allocate the maximum possible power to the house, taking into account the coefficient of non-simultaneity of electricity consumption by gardeners. Some horticulture, in order to limit power consumption, decide at a general meeting to install safety device A-16.
