clause 1.1.9. Technical examination is carried out after 5 years from the date of installation into operation (and further at established intervals) for technical feasibility and the economic feasibility of their intended use.

3.4. Technical inspection of installations is carried out on a commission basis by representatives of the Contractor, the Customer, local authorities of the State Fire Department and, if necessary, with the involvement of representatives of other organizations. The specified work must be combined by the Contractor with periodic work.

3.4.1. The results of the inspection must be documented in the “Technical Inspection Certificate for automatic fire extinguishing, smoke removal, security, fire and security and fire alarm system"

Depending on the technical condition of the vehicle and installations in general, the commission should make the following recommendations:

Write off the installation;

Repair or replace individual vehicles;

Extend operation and at the same time set a date for the next inspection.

Resolution 880-PP. Fire safety rules in Moscow

7.70. Every 5 years, as well as after the expiration of the service life specified in technical documentation, a technical examination of the entire installation is carried out to determine the possibility of its further use for its intended purpose in accordance with RD 25.964-90.

7.71. The technical examination is carried out by a commission with the participation of representatives of the Customer (the organization operating the system, the organization servicing the system), the territorial body of the State Fire Service and, if necessary, other organizations.

7.72. The results of the examination are documented in the appropriate act.

7.73. Depending on the state of the automatic fire protection The commission accepts the following recommendations:

perform installation new installation(replace installation);

carry out repairs of individual installation equipment;

extend the operation of the installation by setting a date for the next survey.

Question to the auditor

The budgetary institution entered into an agreement with the counterparty for the installation and installation of a security and fire alarm system. According to the terms of the contract, the contractor independently and at his own expense acquires everything necessary equipment. After completion of the work, the contractor submitted to the accounting department an invoice (for the entire amount of the contract) and a Certificate of Acceptance of Work Completed (form No. KS-2).

During the acceptance of work, security and fire alarm objects were identified that can be classified as fixed assets (they have different lifespans) beneficial use) and material reserves. Should we accept these objects (fixed assets and inventories) for accounting? If so, which entry? Will the data in the Act (form No. KS-2) be the basis for determining the cost of objects?

  • The useful life of the object is more than 12 months.
  • the object is intended for repeated or constant use on the right of operational management in the course of the institution’s activities;
  • an object is capable of performing certain independent functions. In relation to security and fire alarms, this means that an element (part) of the system can be disconnected from it without damage to property and used at another facility.

With regard to inventories, which are elements of security and fire alarm systems, the legislation does not contain requirements for their inclusion in the balance sheet. Costs associated with the installation of security and fire alarm systems (cost of installation work, as well as cost Supplies), are written off as expenses for the current financial year. Information about the security and fire alarm system is included in the Inventory card for recording non-financial assets (f. 0504031) for the building in which it is installed.

Debit X 101 XX 310 Credit X 106 X1 310 – terminal devices of the security and fire alarm systems were accepted for accounting in the amount of generated investments (clause 9 of Instruction No. 174n);

The initial cost of non-financial assets is recognized as the amount of actual investments in their acquisition, construction or production (clause 23 of Instruction No. 157n). If in the primary documents the cost of the terminal devices of the security and fire alarm systems accepted for accounting is not separately highlighted, then these fixed assets can be accepted for accounting at the current estimated value within the amount of the concluded contract.

When choosing a particular fire extinguishing system, pay attention to its capabilities, complexity of installation and maintenance, cost and other technical and parameters. The service life of the fire alarm is also important, taking into account which plans are determined repair work and reconstruction of premises and calculate the costs of purchasing new equipment. Based on the warranty periods established by the manufacturer, one can judge the quality of fire extinguishing systems.

What regulatory documents are used to guide the use of alarm systems?

Like any standards, there are rules regarding the service life of fire alarms. regulations regulating activities in the field of fire safety.

Among such documents it is necessary to mention:

  1. NPB (on fire safety standards) 75-98, regulating technical requirements to reception and control (PPKP) and control (PPU) devices from 1999. This document (clauses 9.2.5, 12.2.5) states that the average period of operation should be at least ten years.
  2. NPB 76-98, which describes the requirements for fire detectors, which came into force on April 1, 1999, establishes in paragraph 17.2.3 that the average service life of the detector is 10 years.
  3. NPB 58-97, devoted to the description of addressable alarm systems, dated December 31, 1996. The text of the regulatory document states that the service life of addressable systems must be at least 10 years (clause 4.5.18), and guarantee period established by the manufacturer, at least 18 months (clause 8.2)
  4. GOST R53325-2009 o technical means ah fire automatics, which was approved by order of Rostekhregulirovaniya dated February 18, 2009. This document covers different kinds fire equipment, their specifications and service life. Accordingly, it has been established that the average service life is at least 10 years for:
  • clause 4.2.4.3 service life of smoke and other fire detectors clause 5.2.4.3 for power supply sources
  • clause 6.2.4.1 for sirens
  • clause 7.2.5.4 service life of the fire alarm according to the standards of PPKP and PPU.

All regulatory documents defining the service life of automatic fire alarms were adopted at different periods, but are unanimous on this issue.

Additional documents

Also, the service life of fire alarms is significantly extended in the following documents:

  • RD (administrative document) 009-02-96 on the maintenance and repair of fire automatics installations, which came into force on October 1, 1996, agreed with the Main Directorate of State Fire Service of the Ministry of Internal Affairs of Russia. In paragraph 1.10 of this document it is indicated that the service life of the fire alarm before its replacement is determined according to the documentation for the technical equipment included in the automation kit. After the end of the specified period, on the basis of a technical examination, operation may be extended.
  • According to GOST 27.002-2015, which is dedicated to reliability in technology and gives the basic terms and definitions in this area, in force since 03/01/2017, it establishes the definition of “service life” of a fire alarm. Manufacturers of equipment can set parameters for the assigned resource and service time in the calendar dimension, upon reaching which the operation of the facility is extended after a decision is made about this possibility.

What is the service life of a fire alarm?

Based on the previously listed regulatory documents, only the average service life of a fire alarm system is legally defined. Nowhere are we talking about maximum temporary standards for use, but on the contrary, the possibility of extending the service life of the equipment is provided if it has been examined and its operability and suitability for further service have been documented.

It is necessary to pay attention to the latest regulatory document (GOST 27.002-2015), which was adopted to replace the previously existing standard GOST 27.002-89. If previously the limits of the assigned resource were legally established, after which the equipment was removed from service, regardless of its technical condition, now, if it is operational, no restrictions on operating time are established.

Thus, with care and regular maintenance, the alarm can be used for more than ten years, but this requires a specialist opinion on its suitability for use.

Fire Alarm Service Warranty Framework

Despite the fact that the service life of fire alarms according to standards is set at ten years, the warranty service limits are much shorter.

Each manufacturer has the right to independently determine this time period during which it is obliged to repair or replace faulty equipment free of charge.

Note!

IN regulatory documentation a minimum warranty period has been established - 18 months, mandatory for addressable systems.

Typically, the warranty period for fire detectors ranges from 18 to 36 months. Less commonly, a limit period of 1 year is indicated.

Conclusion

According to regulatory documents for fire alarms, the service life is 10 years or more. In fact, this period depends on correct installation, careful handling and regular maintenance.

How can we write off old system fire alarm system, will the book value of the building decrease?2. When accepting a new fire alarm system from the founder, should it be included in the book value of the building or accounted for as a separate inventory item?

Answer

Your question from 12/28/2015 “Our institution is budget-funded and is financed by subsidies for the implementation of municipal tasks. On the balance sheet of our institution there is a building, the book value of which includes a fire alarm system (equipment). This year the founder signed an agreement to create a new fire alarm system. Next year the founder is going to transfer it to us for balance.
Question:
1. How can we write off the old fire alarm system, will the book value of the building decrease?
2. When accepting a new fire alarm system from the founder, should it be included in the book value of the building or be accounted for as a separate inventory item?”

Galina Nefedova answers, expert

1. Work on the installation and installation of a fire alarm system in a building to replace the existing fire alarm system is qualified as major renovation building. The object of accounting in this case is the building, and not the security and fire alarm system.

Thus, the cost of carrying out these works should be included in the current expenses of the institution. In this case, an object of fixed assets means a building, the main performance characteristics which is the useful life. Replacing the fire alarm system cannot change this indicator, since the service life of buildings is usually determined by the service life of the most durable elements (load-bearing structures). Consequently, it seems most legitimate to write off the expenses incurred according to KOSGU 225 - as during routine repairs. Since these works do not relate to work as a result of which the book value of the object changes, the question of write-off was earlier installed system fire alarms, as well as reducing the original cost of the building, are not worth it.

2. Unified functioning systems, including the fire alarm system, perform their functions only after installation (installation) in a building or structure, and not independently. These systems are not isolated complexes of structurally articulated objects and are not recognized as separate inventory objects. However individual elements These systems (devices, equipment) must be included in fixed assets, so consider them as separate inventory items at a cost including VAT, specified in the Certificate of the cost of work performed and expenses (form No. KS-3).
