Fire alarm decommissioning act. Acceptance of technical signaling equipment into operation. Operating documentation for AS PS

16.1. For acceptance into operation of installed technical means alarm system, a working commission is appointed by order of the head of the customer’s organization (enterprises).

The procedure and duration of the work of the working commission is determined by the customer in accordance with SNiP 3.01.04-87 and RD78.145-93.

16.2. The working commission includes representatives of:

organization (enterprise) - customer (chairman of the commission);

installation and commissioning organization; commissioning organization: security departments;

state fire supervision authorities.

If necessary, other specialists may be involved.

16.3. The commission must begin work on acceptance no later than three days (not counting general weekends and holidays) from the date of notification by the installation and commissioning organization about the readiness of technical equipment for delivery.

16.4. When accepting technical equipment into operation installation and commissioning organization must present to the working commission: execution documentation (a set of working drawings with changes made to them); technical documentation of manufacturing enterprises; certificates, technical passports or other documents certifying the quality of materials, products and equipment used in installation work; inspection report (Appendix 1);

act of transfer of equipment, products and materials for installation (according to the form of the State Statistics Committee of the Russian Federation);

act of readiness of buildings and structures for installation work (Appendix 2);

act of carrying out input control(Appendix 3);

certificate of completion of installation work (Appendix 5);

certificate of testing of protective pipelines with separation seals for leaks (Appendix 8);

act of measuring the insulation resistance of electrical wiring (Appendix 9);

inspection report hidden work for laying electrical wiring on walls, ceilings, and floors (Appendix 10);

certificate of inspection of hidden works (sewage) (Appendix 11);

certificate of inspection of hidden work (laying cable lines in the ground) (Appendix 12);

protocol for warming up cables on drums (Appendix 13);

completion certificate commissioning works(Appendix 14);

list of installed devices and detectors (Appendix 16).

NOTES

1. Upon delivery and acceptance for commissioning of technical signaling equipment at sites where installation work was carried out according to inspection reports, technical documentation of the manufacturing enterprises is presented, as well as documents in accordance with Appendices 1,3,9,10 14,16 and the equipment transfer certificate , products and materials for installation according to the form of the State Statistics Committee of the Russian Federation.

2. An act of transfer of equipment products and materials for installation (form of the State Statistics Committee of the Russian Federation) is presented if the installation and commissioning organization accepts signaling equipment for installation from the customer.



3. A certificate of completion of installation work is submitted if the installation organization performed only the installation of technical signaling equipment.

4. Acts in accordance with Appendices 11 and 12 of this manual are submitted if the installation and commissioning organization carried out work on laying lines in the sewer and ground

16.6. Upon acceptance for commissioning of completed installation work and adjustment of technical signaling equipment, the working commission carries out:

quality control and compliance of completed installation and adjustment work project documentation(inspection report), technological maps and technical documentation manufacturing enterprises;

checking the condition of engineering and technical equipment for equipping the perimeter of the facility and means of strengthening security;

measurement of the insulation resistance of the alarm loop, which must be at least 1 MOhm;

measuring the resistance of the alarm loop;

testing the performance of installed control panels, control panels and detectors.

The commission, if necessary, carries out other checks and measurements of parameters agreed upon technical specifications to the installed equipment.



16.7. The test methodology for commissioning installed technical signaling equipment is determined by the acceptance committee in accordance with the technical documentation of the manufacturers.

16.8. If individual inconsistencies are detected in the work performed with the design documentation or the inspection report, as well as the requirements of RD 78.145-93 "Systems and complexes of security, fire and security- fire alarm. Rules for production and acceptance of work" the commission must draw up a report on the identified deviations, indicating the organizations responsible for their elimination. These organizations must eliminate the inconsistencies within 10 days, and the installation organization must again present the technical signaling equipment for delivery.

16.9. Installed technical alarm systems are considered accepted for operation if the inspection establishes:

installation and adjustment work was carried out in accordance with the requirements of these rules, technological maps and technical documentation of manufacturing enterprises;

all elements building structures and protected areas of the facility are blocked according to the project or inspection report; all zones around the perimeter of the facility are blocked according to the project or inspection report;

measurement results are within normal limits;

testing the performance of technical equipment gave positive results, while technical fire alarm systems must, in the cases provided for by the design, ensure the shutdown of ventilation systems, the inclusion of smoke removal systems and air pressure in staircases and vestibules in case of fire.

16.10. Installed PTUs are considered accepted for operation when following conditions:

while ensuring high-quality television images on the screen of a video monitoring device (VCU);

total nonlinear image distortions should not exceed ±10%;

total geometric distortions of the image should not exceed ±4%;

nominal size images on the VKU screen should be (394< 308) ±2 мм;

operator-free operation must be ensured, i.e. saving the image of the observed object, with interlaced image decomposition into 625 lines at 25 frames per second, under the influence of all destabilizing factors specified by the technical conditions for the installation;

the horizontal resolution of the installation, assessed by the vertical wedge of the image of the IT-72 test table on the VKU screen with table illumination of 200 lux and a relative lens aperture of 1:4, ensures the visibility of at least 500 television lines and at least 450 lines in the corners;

installations must provide the ability to operate television cameras with lenses;

After turning on the unit, the image should appear on the VKU screen no more than 2 minutes later.

16.11. The performance of security lighting is determined by the results of checking the lighting network for the correct ignition and combustion of lamps.

16.12. Performance of loudspeaker and telephone communication determined by checking the absence of acoustic communication with nearby neighboring posts and ensuring that loudspeakers and microphones ensure normal speech audibility.

16.13. The assessment of the quality of installation and commissioning work performed is determined in accordance with SNiP 3.01 04-87 "Acceptance into operation of completed construction facilities. Basic provisions."

16.14. Acceptance of installed technical alarm systems into operation must be documented in an act in accordance with recommended Appendix 17.

When choosing a particular fire extinguishing system, pay attention to its capabilities, complexity of installation and maintenance, cost and other technical and parameters. The service life of the fire alarm is also important, taking into account which plans are determined repair work and reconstruction of premises and calculate the costs of purchasing new equipment. Based on the warranty periods established by the manufacturer, one can judge the quality of fire extinguishing systems.

What regulatory documents are used to guide the use of alarm systems?

Like any standards, there are regulatory documents regarding the service life of fire alarms that regulate activities in the field fire safety.

Among such documents it is necessary to mention:

  1. NPB (on fire safety standards) 75-98, regulating technical requirements to reception and control (PPKP) and control (PPU) devices from 1999. This document (clauses 9.2.5, 12.2.5) states that the average period of operation should be at least ten years.
  2. NPB 76-98, which describes the requirements for fire detectors, which came into force on April 1, 1999, establishes in paragraph 17.2.3 that the average service life of the detector is 10 years.
  3. NPB 58-97, devoted to the description of addressable alarm systems, dated December 31, 1996. The text of the regulatory document states that the service life of addressable systems must be at least 10 years (clause 4.5.18), and guarantee period established by the manufacturer, at least 18 months (clause 8.2)
  4. GOST R53325-2009 on technical means fire automatics, which was approved by order of Rostekhregulirovaniya dated February 18, 2009. This document covers different kinds fire equipment, their specifications and service life. Accordingly, it has been established that the average service life is at least 10 years for:
  • clause 4.2.4.3 service life of smoke and other fire detectors clause 5.2.4.3 for power supply sources
  • clause 6.2.4.1 for sirens
  • clause 7.2.5.4 service life of the fire alarm according to the standards of PPKP and PPU.

All regulatory documents defining the service life of automatic fire alarms were adopted at different periods, but are unanimous on this issue.

Additional documents

Also, the service life of fire alarms is significantly extended in the following documents:

  • RD (administrative document) 009-02-96 on the maintenance and repair of fire automatics installations, which came into force on October 1, 1996, agreed with the Main Directorate of State Fire Service of the Ministry of Internal Affairs of Russia. In paragraph 1.10 of this document it is indicated that the service life of the fire alarm before its replacement is determined according to the documentation for the technical equipment included in the automation kit. After the end of the specified period, on the basis of a technical examination, operation may be extended.
  • According to GOST 27.002-2015, which is dedicated to reliability in technology and gives the basic terms and definitions in this area, in force since 03/01/2017, it establishes the definition of “service life” of a fire alarm. Manufacturers of equipment can set parameters for the assigned resource and service time in the calendar dimension, upon reaching which the operation of the facility is extended after a decision is made about this possibility.

What is the service life of a fire alarm?

Based on the previously listed regulatory documents, only the average service life of a fire alarm system is legally defined. Nowhere are we talking about maximum temporary standards for use, but on the contrary, the possibility of extending the service life of the equipment is provided if it has been examined and its operability and suitability for further service have been documented.

It is necessary to pay attention to the latest regulatory document (GOST 27.002-2015), which was adopted to replace the previously existing standard GOST 27.002-89. If previously the limits of the assigned resource were legally established, after which the equipment was removed from service, regardless of its technical condition, now, if it is operational, no restrictions on operating time are established.

Thus, with care and regular maintenance, the alarm can be used for more than ten years, but this requires a specialist opinion on its suitability for use.

Fire Alarm Service Warranty Framework

Despite the fact that the service life of fire alarms according to standards is set at ten years, the warranty service limits are much shorter.

Each manufacturer has the right to independently determine this time period during which it is obliged to repair or replace faulty equipment free of charge.

IN regulatory documentation a minimum warranty period has been established - 18 months, mandatory for addressable systems.

Typically, the warranty period for fire detectors ranges from 18 to 36 months. Less commonly, a limit period of 1 year is indicated.

3.4. on the use of security and fire alarm systems

and placing the object under protection.

1. General provisions.

1.1. These instructions establish the rules and responsibilities of responsible persons that should guide the maintenance and daily operation of fire alarm systems (hereinafter referred to as FSA) at a protected facility

2. Responsibilities of responsible persons

2.1. Local responsible persons are required to comply with the requirements of this instruction. This Instruction must be brought to the attention of all persons responsible for handing over objects under security and ensure its availability at each individual site being handed over.

2.2. Responsible persons at the guarded facility MUST:

2.2.1. Familiarize yourself with the rules of operation and safety of fire safety equipment.

2.2.2. Allow only personnel of the organization with which a service agreement has been concluded to perform preventive inspection, repair and testing of safety equipment, upon presentation of the appropriate identification card.

2.2.3. Confirm with the signature and seal of the department the list of work performed at the site, the amount of materials consumed, the time of start and end of work and register this in the maintenance log.

2.2.4. Provide free access to the installation sites of instruments and equipment for preventive inspections and repairs. Provide stepladders for carrying out the specified work in accordance with the requirements of labor protection rules.


2.2.5.Take part in the inspection of the facility together with representatives of the organization carrying out Maintenance OPS and Security.

2.2.6. Determine by order the persons responsible for arming and disarming the alarm system. Submit their names, home address and telephone number to the department for the protection of state secrets and mobilization preparation of the Rosreestr Office for the Chelyabinsk Region and to the Okhrana, and immediately report all further changes in writing.

2.2.7. Ensure the safety of the alarm system when opening locked windows, vents, doors, and washing glass.

2.3. Every day, before handing over the premises of the department to the centralized monitoring console, it is necessary to check all the premises, find out whether unauthorized persons remain, whether electrical appliances and other sources of fire are turned off.

2.4. Persons responsible for arming and disarming the alarm system must observe the following procedure when handing over the facility:

Close all windows, vents, doors, etc. with bolts, bolts, etc.;

Check the integrity of the alarm loop in places accessible to unauthorized persons, make sure that all volumetric, sound, optical-electronic detectors are not covered by any objects in the area of ​​​​its coverage;

Check that the phone is working properly;

Call the centralized security console by phone and report that the property is ready for delivery;

Record the number of the operator on duty and the time of delivery of the object in the log;

Place the handset on the device correctly;

Turn on the alarm;

Leave the facility, close the outside of the premises;

2.5. If any malfunctions or changes are detected in the fire and security alarm systems, immediately report this to the duty officer of the PSB and the department for the protection of state secrets and mobilization preparation. At the same time, inform service organization and wait for the electrician to arrive. Measures to eliminate malfunctions and other changes in the fire alarm system are carried out by the personnel of the service organization.

2.6. The responsible person who has handed over the object under protection must be at home or inform the duty station of the PSB about his location. When called by the Security Service, immediately go to the facility at any time of the day to open it and inspect it by Security personnel in the event that security measures are triggered or signs of intrusion are detected.

2.7. If it is impossible for the person who has handed over the object under protection to leave for good reasons, another representative, determined by the order responsible for the handing over of the object, leaves.

2.8. In the event of an alarm system activation during non-working hours and the facility is re-closed, provide comprehensive assistance to PSB employees in determining the reason for the alarm system activation and troubleshooting.

2.9. Accept an object from protection in the following order:


Inspect the object along the perimeter of the building or structure;

Open object;

Turn off the alarm;

Immediately inform the control panel by phone that the security of the object has been removed, for which you need to give your last name and password;

Write down the number of the duty control panel in the object book for receiving the removal of an object;

If during the inspection any damage is revealed (windows are broken, locks are torn off, etc.), immediately report to Security. Do not open the facility, wait for security representatives to arrive.

3.0. Organize the security of the facility on your own if, before the facility is placed under guard, the power supply is interrupted or damage is discovered telephone line.

3.1. An object is not accepted for protection if there is a violation of the integrity of windows, door locks, alarm systems and other violations leading to a weakening of reliable security.

Leaving an object with a faulty alarm system, and without making sure that the object is under protection;

Force or cover volumetric detection detectors;

Allow unauthorized persons to carry out repairs and preventive inspections of security equipment;

Accept OPS funds from installation organization without the participation of representatives of Security and the service organization;

3. If the alarm signal does not arrive at the remote control, submit a request to the security department and call an electrician to fix the problem (except for cases of power outage and telephone network outage). If there is a power outage (in the absence of a backup power source) or the telephone line is damaged, immediately notify the control panel or security department and take measures to eliminate the malfunction.

4. To protect your property and your health, you must fulfill the following conditions:

Keep emergency exits closed;

Stay at a safe distance from the offender;

Do not provoke the offender to actions that could harm health or life (do not threaten the offender with calling the police, do not inform him that you pressed the alarm button).
