Elemental estimate standards serve as the basis for drawing up unit prices(EP), determining the amount of direct costs for performing a unit of work or structural elements:
EP = ZP + EM + M, (3.4)
where ZP is the cost of paying workers when performing a unit of work, rubles; EM - costs of operating machines when performing a unit of work, rub.; M - estimated cost material resources per unit of work, rub.
Labor costs for workers when performing a unit of work are determined by the formula:
where is the rate of labor costs for construction workers to complete a unit of work, person-hour; - monthly tariff rate for a 1st category worker when working in normal conditions labor provided for in industry tariff agreements, rub.; tariff coefficient of the corresponding category of work, accepted according to the current tariff schedule; - regional coefficient of wages established by the decision-making body; - a coefficient that takes into account incentive payments according to systemic provisions: bonuses for production results according to piece-rate and time-based bonus systems of remuneration, for commissioning of facilities, remuneration based on the results of work for the year; bonuses to tariff rates and salaries for professional excellence and high achievements in work; one-time rewards for length of service; - coefficients taking into account compensatory payments related to working hours and working conditions: additional payments to tariff rates and salaries for night work, overtime work, multi-shift work, for combining professions, expanding service areas, for work in difficult, hazardous conditions , especially hazardous working conditions, additional payments for mobile and traveling character work, shift allowances, etc.; PV - other payments, including those provided for by law Russian Federation for unworked time: payment for regular and additional holidays, preferential hours for teenagers, breaks from mothers’ work to feed the child, payment for time associated with medical examinations, performing government duties, etc.; - the estimated number of hours of work per worker per month.
Labor costs can be determined more simple method based on statistical data according to the formula

Operating costs construction machines when performing units of work are determined by the formula

where is the standard operating time j th machine when performing a unit of work, machine-hour; j(1,2,..., T) - types of cars; - estimated price for the operation of construction machines, r./machine-hours.
The estimated cost of material resources per unit of work is determined by the formula
(3.8)
where is the consumption rate i-th material to complete a unit of work in established units of measurement; i(1,2,..., n) - types of materials; - estimated cost ex-offsite warehouse unit of measurement i-th material, p.
Single releases are the main standards for drawing up estimates for types of construction and installation work. In this case, territorial (for mass industrial and civil construction) or sectoral (for special types construction or work) collections of unit prices.
Since 2002, collections of unit prices have been put into effect, developed on the basis of GESN 2001 in prices as of 01/01/2000. Prices for material resources and prices for the operation of machines were adopted according to newly developed corresponding collections of estimated prices. Workers' wages are determined according to statistical reporting with an average category of 4.3 according to the six-category tariff scale of 1987.
Unit prices can be closed, in which all costs associated with the execution of work are taken into account, and open, in which the cost of basic materials and prefabricated products and structures is subject to additional accounting in the estimate based on design data. An example of a unit price is given in table. 3.2.
In the absence of unit prices for 2001, for some types of construction or work, prices compiled in basic prices, but EPEP 84 or SNiR-91, with appropriate indexation, can be used.
Unlike direct costs overhead rates are normalized indirectly as a percentage of the selected calculation base.
At the base price level (1984 and 1991), overhead rates were set at: construction works- as a percentage of direct costs (average for ministries and departments and uniform limits for some types of special work, including installation metal structures, internal plumbing work); on installation work as a percentage of the basic wages of workers (unified limits for types of work).

These State Elementary Estimate Standards (GESN) are intended to determine the need for resources (labor costs of workers, construction machines, materials) when performing work on the construction of structures made of bricks and blocks and to draw up estimates (estimates) using the resource method.
GESN-2001 are the initial standards for the development of State unit prices for construction work at the federal (FER), territorial (TER) industry levels, individual and integrated standards (prices) and other regulatory documents used to determine direct costs in the estimated cost of construction work.

1. General instructions
1.1. These State Elementary Estimate Standards (GESN) are intended to determine the need for resources (labor costs of workers, construction machines, materials) when performing work on the construction of monolithic concrete and reinforced concrete structures in industrial and civil construction and drawing up estimates (estimates) using the resource method . GESN are the initial standards for the development of unit prices, individual and consolidated standards (prices).
1.2. GESN reflect the industry average costs for the operation of construction machinery and mechanisms, technology and organization by type of construction work. GESN are mandatory for use by all enterprises and organizations, regardless of their affiliation and forms of ownership, carrying out capital construction with the involvement of funds from the state budget of all levels and targeted extra-budgetary funds.
For construction projects financed from the own funds of enterprises, organizations and individuals, GESN are advisory in nature.
In cases where design solutions provide for more stringent requirements for the accuracy of monolithic concrete and reinforced concrete structures than those provided for in clause 3.7 and table. 12 SNiP 3.03.01-87 "Load-bearing and enclosing structures", it is necessary to develop individual estimate standards, or individual increasing coefficients to the standards of the tables of the GESN-2001 Collection "Concrete and reinforced concrete structures monolithic", taking into account all the complicating factors associated with increased requirements for the construction of monolithic concrete and reinforced concrete structures.
1.3. The standards take into account the costs of performing a full range of work, including:
Unloading;
Transportation of materials and products from the on-site warehouse to the place of laying or installation;
Installation and dismantling of scaffolding;
Installation, lubrication and dismantling of formwork, taking into account its turnover;
Control assembly, installation and dismantling of sliding formwork with scaffolds and working platforms, installation and dismantling of equipment, instruments, auxiliary structures, electrical wiring, jacking frames and jacks, installation and extension of jacking rods, installation and dismantling of shaft ladders or lifts for lifting people;
Installation of reinforcement for reinforced concrete structures with welding or knitting and straightening of reinforcement, installation and disassembly of inventory forms or brackets when welding using the bath method;
Laying the concrete mixture with compaction, maintaining the concrete and partially grouting the exposed surfaces after removing the formwork (if necessary);
Installation of temporary shrink workers and expansion joints(if necessary);
Separate tables of standards for structures that differ in the scope of work contain a list of additional operations.
1.4. The standards in the tables show the average consumption of reinforcement based on the technology (frames, meshes, individual rods).
When drawing up estimates, the consumption of reinforcement and the class of steel should be taken according to design data without adjusting the cost of labor and machinery for its installation.
1.5. The standards take into account the costs of installing fittings using electric welding or knitting, with the exception of standards 5, 6 of Table 01002, which take into account pool welding.
If it is necessary to use bath welding of reinforcement (instead of electric welding or knitting), additional standards given in Table 01016 should be taken into account.
1.6. Concrete classes and aggregate size should be taken according to design data. In the absence of the specified data, concrete classes and aggregate size should be taken according to the following table.

1.7. The costs of installing metal structures and steel cores used as rigid reinforcement should be determined according to the relevant standards of the collection GESN-2001-09 "Metal Structures".
1.8. The standards take into account the construction of structures at a height (depth) of up to 15 m from the surface of the earth (with the exception of structures of special structures). When determining the costs of work at elevations above (below) 15 m from the surface of the earth, labor costs should be adjusted by the coefficients given in Section 3 of the technical part.
1.9. The costs of constructing foundations for metal columns should be determined according to the standards of Table 212. 01001 with installation costs added anchor bolts and conductor devices remaining in the concrete body according to standards 1-10 of Table. 01014. The consumption of concrete (mortar) for filling nests (wells) when installing anchor bolts is taken into account in the standards for foundation construction.
1.10. Costs for constructing foundations for columns for thickeners of concentrating and sintering plants, specified in standards 1-3 of Table. 01008 should be determined according to standards 2-9 of tables. 01001.
1.11. The costs of constructing foundations with pillars with a perimeter of more than 10 m should be determined according to standards 2-9 of Tables. 01001, and with a perimeter of up to 10 m and a height of more than 10 m (counting from the upper ledge) should be calculated separately: for foundations (up to the upper ledge) according to standards 8-9 of Table. 01001, and for column supports according to the norm of 12 tables. 01001.
1.12. The costs of installing a slab with pillars with a height of more than 2 m should be determined separately: for a slab according to the norm of 16 tables. 01001, and column sills: with a perimeter of up to 10 m - according to the norm of 12 tables. 01001, and more than 10 m - according to standards 5-9 of Table. 01001.
1.13. The costs of installing grillages should be determined according to the relevant standards in Table. 01001 and 01005 for the construction of similar foundations, for example, grillages on single piles or clusters of piles for individual columns - according to the standards for foundations of the corresponding volume for columns, grillages in the form of slabs along a pile field according to the standards for foundation slabs, grillages in the form of tapes according to rows of piles according to the standards for strip foundations, etc.
When determining the costs of installing grillages in which the lower surface rises above the ground (such as grillages in permafrost soils to form a ventilated underground), you should additionally take into account the costs of installing the formwork from below and its supporting structures according to Table. 01012.
1.14. The costs of installing anchor bolts and embedded products for fastening equipment should be determined in accordance with the guidelines for the application of equipment installation standards.
1.15. The costs of installing columns for thickeners should be determined according to standards 1-6 of Tables. 01026.
1.16. The costs of constructing two-tier thickeners should be determined according to the standards of Tables 1-4. 01008.
1.17. Additional costs for constructing foundations for equipment of various configurations with the installation of channels, niches, wells, sockets for anchor bolts, protruding elements, etc. in their thickness. should be determined according to standards 7, 8 of table. 01005.
1.18. The costs of constructing foundations consisting of columns, beams, and other elements should be determined according to the relevant standards for individual structural elements.
1.19. The consumption rates for wooden formwork and fastening parts are determined taking into account the normal number of their revolutions and the norms of permissible losses after each revolution.
