Real state elemental estimated norms(GESN) are designed to determine the need for resources (labor costs of workers, construction machines, materials) when performing work on the construction of structures made of bricks and blocks and drawing up cost estimates (estimates) using the resource method.
GESN-2001 are the initial standards for the development of State unit prices for construction works federal (FER), territorial (TER) industry levels, individual and consolidated norms (prices) and other regulatory documents used to determine direct costs in the estimated cost of construction work.

Technical part
1. General instructions
1.1. These State Elemental Estimated Norms (GESN) are designed to determine the need for resources (labor costs of workers, construction machines, materials) when performing work on the construction of monolithic concrete and iron concrete structures in industrial and civil construction and preparation of cost estimates (estimates) by the resource method. GESN are the initial standards for the development of unit rates, individual and aggregated rates (prices).
1.2. HPES reflect the industry average costs for the operation of construction machines and mechanisms, technology and organization by type of construction work. GESN are mandatory for use by all enterprises and organizations, regardless of their affiliation and form of ownership, carrying out capital construction with the involvement of funds from the state budget of all levels and targeted off-budget funds.
For construction projects financed at the expense of own funds of enterprises, organizations and individuals, GESN are advisory in nature.
In cases where design solutions provide for more stringent requirements for the accuracy of monolithic concrete and reinforced concrete structures than provided for in clause 3.7 and table. 12 SNiP 3.03.01-87 "Bearing and enclosing structures", it is necessary to develop individual estimated norms, or individual multiplying factors to the norms of the tables of the Collection GESN-2001 "Concrete and reinforced concrete structures monolithic", taking into account all the complicating factors associated with increased requirements for the production of works on the installation of monolithic concrete and reinforced concrete structures.
1.3. The rates take into account the costs of performing a full range of work, including:
unloading;
Transportation of materials and products from the on-site warehouse to the place of laying or installation;
Installation and dismantling of scaffolding;
Installation, lubrication and dismantling of the formwork, taking into account its turnover;
Control assembly, installation and dismantling of sliding formwork with scaffolds and work platforms, installation and dismantling of equipment, instruments, auxiliary structures, electrical wiring, jacking frames and jacks, installation and extension of jacking rods, installation and dismantling of shaft ladders or elevators for lifting people;
Installation of reinforcement for reinforced concrete structures with welding or viscous and straightening of reinforcement, installation and disassembly of inventory forms or brackets-linings when welding in a bathtub;
Laying concrete mix with compaction, concrete care and partial grouting of exposed surfaces after formwork removal (if necessary);
The device of temporary shrink workers and expansion joints(if necessary);
In separate tables of norms for structures that differ in the scope of work, a list of additional operations is given.
1.4. In the norms of the tables, the average consumption of reinforcement is given based on the technology (frames, meshes, individual rods).
When drawing up estimates, the consumption of reinforcement and the class of steel should be taken according to design data without adjusting the cost of labor and machines for its installation.
1.5. The rates take into account the costs of installing fittings using electric welding or knitting, with the exception of rates 5, 6 of Table 01002, which takes into account bathtub welding.
If it is necessary to use welding of reinforcement in a bathtub (instead of electric welding or knitting), additional standards given in Table 01016 should be taken into account.
1.6. Concrete classes and aggregate size should be taken according to design data. In the absence of the specified data, concrete classes and aggregate size should be taken from the following table.

1.7. The cost of installing metal structures and steel cores used as rigid reinforcement should be determined in accordance with the relevant standards of the collection GESN-2001-09 "Metal structures".
1.8. The norms take into account the erection of structures at a height (depth) of up to 15 m from the surface of the earth (with the exception of structures of special structures). When determining the cost of performing work at elevations above (below) 15 m from the ground, labor costs should be adjusted by the coefficients given in Section 3 of the technical part.
1.9. The cost of constructing foundations for metal columns should be determined according to the norms 212 of Table. 01001 with installation costs added anchor bolts and conductor devices remaining in the body of concrete according to the norms 1-10 of the table. 01014. The consumption of concrete (mortar) for pouring nests (wells) when installing anchor bolts is taken into account in the norms for the construction of foundations.
1.10. The cost of installing foundations for columns for thickeners of concentrating and sintering plants, indicated in the norms 1-3 of Table. 01008 should be determined according to the norms 2-9 of Table. 01001.
1.11. The cost of installing foundations with under-columns with a perimeter of more than 10 m should be determined according to the norms 2-9 of Table. 01001, and with a perimeter of up to 10 m and a height of more than 10 m (counting from the upper ledge) should be calculated separately: for foundations (up to the upper ledge) according to the norms 8-9 of Table. 01001, and for under-columns according to the norm 12 tab. 01001.
1.12. The cost of installing a slab with under-columns more than 2 m high should be determined separately: for a slab according to the norm of 16 Table. 01001, and under-columns: with a perimeter of up to 10 m - according to the norm 12 of the table. 01001, and more than 10 m - according to the norms 5-9 of the table. 01001.
1.13. The cost of grillage installation should be determined according to the relevant standards of Table. 01001 and 01005 for the installation of similar foundations, for example, grillages on single piles or clusters of piles for individual columns - according to the standards for foundations of the appropriate volume for columns, grillages in the form of slabs along the pile field according to the standards for foundation slabs, grillages in the form of tapes according to rows of piles according to the standards for strip foundations, etc.
When determining the cost of grillages, in which the lower surface rises above the ground (such as grillages in permafrost to form a blown underground), one should additionally take into account the costs of constructing the formwork from below, and the structures supporting it according to Table. 01012.
1.14. Installation costs for anchor bolts and equipment fixings should be determined in accordance with the guidelines for the application of equipment installation codes.
1.15. The cost of installing columns for thickeners should be determined according to the norms 1-6 of Table. 01026.
1.16. The costs for the construction of two-tier thickeners should be determined according to the norms 1-4 of Table. 01008.
1.17. Additional costs for the installation of foundations for equipment of various configurations with the device in their thickness of channels, niches, wells, nests for anchor bolts, protruding elements, etc. should be determined according to the norms 7, 8 of the table. 01005.
1.18. The cost of building foundations, consisting of columns, beams, and other elements, should be determined according to the relevant standards for individual structural elements.
1.19. The consumption rates of wooden formwork and fasteners are determined taking into account the normal number of their revolutions and the norms of permissible losses after each revolution.
1.6.28. In GESN tab. 06-01-027, 05-01-037, from 06-01-087 to 06-01-092, from 06-01-096 to 06-01-100, 06-01-103, 06-01-104 taken into account construction of buildings with a height of 48 m. When reducing or increasing the height of the building being erected, the coefficients given in paragraphs. 3.6, 3.7 applications 6.5.
1.6.29. The cost of loading filters with sulphated coal, quartz sand and others special materials should be determined according to the norms of the table. 06-01-070.
1.6.30. The consumption of concrete (mortar) for pouring nests (wells) when installing anchor bolts (Table 06-01-015) is taken into account in the standards for foundations.
1.6.31. In cases of shotcrete surfaces without preliminary sandblasting, the costs of the norm 06-01-067-01 should be excluded from the norm 06-01-067-02.
1.6.32. The costs provided for by the project for corrosion protection of embedded and overhead parts should be taken into account additionally.
1.6.33. The size "up to" indicated in the GESN of the collection 6 includes this size.
1.6.34. The mass of structures, products and materials is taken as the "net" mass.
1.6.35. Table norms. from 06-01-107 to 06-01-111 take into account the use of industrial formwork of the Doka type in the form of Dokaflex tables. Consumption rates for a deck made of bakelized plywood (a formwork deck of the "Doca" type) are determined for writing off to the cost of work performed, taking into account the normal number of its turnover and the norms of permissible losses after each revolution. Depreciation deductions for industrial formwork elements of the Dock - supports, formwork beams, auxiliary elements for installation should be determined based on the data in Appendix 6.4.
The amount of depreciation for inclusion in the estimated calculations is determined in the following order:
A \u003d Pk x (Tsme / Nme + Tsde / Nde),
A - formwork depreciation, rub.;
PC - the total area of concrete structures (m 2) according to design data;
Tsme - estimated price metal elements formwork (supports, auxiliary elements for installation);
Nme - normative turnover of metal formwork elements - is taken according to Appendix 6.4 or technical data;
Tsde - estimated price wooden elements formwork (formwork beams);
Nde - standard turnover metal formwork- taken according to Appendix 6.4 or technical data.
1.6.36. Reinforcing blanks are structural elements made of reinforcing bars using bending, cutting, welding, cutting threaded connections and winding couplings.
When drawing up estimates, the consumption and type of reinforcing blanks should be taken according to design data without adjusting the labor costs of workers and the operating time of machines and mechanisms for their installation.
1.6.37. When installing monolithic reinforced concrete structures in a pit with high level ground water when the project does not provide for dewatering, drainage work during the period of concreting structures and installing formwork and reinforcement below the groundwater level should be taken into account in budget documentation separately based on the data of the construction organization project.
1.6.38. In GESN collection 6 for the construction of monolithic reinforced concrete structures in a sliding formwork, the costs of operating the mechanisms for lifting the sliding formwork are not taken into account. These costs should be taken into account directly in the preparation of local estimates. The operating time of the sliding formwork lifting mechanisms and additional labor costs should be determined according to the construction organization project data.
1.6.39. In cases where the construction organization project provides for the use of truck mixers, the time of their operation should be taken into account additionally in an amount equal to the time of operation of the leading machine performing concrete work.
1.6.40. If the project for the organization of construction or the project for the production of works provides for when concreting monolithic structures the use of standby concrete pumps, the cost of their operation should be taken into account additionally. In the norms from 06-01-144 to 06-01-147, the operation of backup concrete pumps is taken into account.
1.6.41. The costs of installing reinforcement in excess of those taken into account by these HPES in cases where, due to hydrogeological or other conditions (construction on soft soils, in seismic areas etc.) there is an excess of steel consumption under the project by 10% or more in comparison with the consumption provided for by the standards, should be taken into account directly in local estimates additionally.
1.6.42. The cost of installing monolithic structures of a curvilinear outline should be determined according to individual elemental estimated standards.
1.6.43. HESN of the collection 6 are designed from the condition of supplying the concrete mixture in a bucket by a crane or using a concrete pump directly into the formwork without additional transfer of concrete. In cases where it is necessary to carry concrete, the costs of carrying concrete manually or moving it with wheelbarrows should be additionally taken into account in local estimates.
1.6.44. When performing work on concreting monolithic concrete structures (unreinforced) with separate structural elements, it is necessary to reflect in the acts of acceptance of work performed (as a percentage of the cost of work given in the corresponding unit price):

1.6.45. In GESN tab. 06-01-120; 06-01-121 consumption of baked plywood is provided for minor repairs up to 10% of formwork elements.
1.6.46. In GESN tab. 06-01-122 the consumption of laminated plywood is given in full at the rate of 15-fold turnover. When calculating depreciation, the cost of a plywood deck is not taken into account.
1.6.47. The coefficients to the estimated norms, taking into account the conditions for the use of the GESN of the collection 6, are given in Appendix 6.5.
1.6.48. In GESN tab. from 06-01-144 to 06-01-147, the consumption rates of couplings should be taken according to design data without adjusting the labor costs of workers and the operating time of machines and mechanisms for their installation.
1.6.49. In the rules of the table. 06-01-145 provides for the construction of beamless ceilings. When installing ribbed (beam) floors, the coefficient K = 1.3 is applied to the labor costs of workers and the operating time of machines and mechanisms of the norms from 06-01-145-03 to 06-01-145-06.
1.6.50. In the rules of the table. from 06-01-144 to 06-01-147 it is planned to perform work from scaffolding, scaffolding and stairs.
1.6.51. In the rules of the table. from 06-01-144 to 06-01-147 installation, rearrangement and removal of light scaffolds weighing up to 50 kg, ladders up to 5 m long are taken into account.
II. CALCULATION OF THE SCOPE OF WORK
2.6. Calculation of the scope of work using the estimated norms of the collection 6 "Monolithic concrete and reinforced concrete structures".
2.6.1. The volume of reinforced concrete and concrete foundations for buildings, structures and equipment should be calculated minus the volume of cups, niches, openings (except for the norms of Table 06-01-090), wells and other elements not filled with concrete (except for the volume of plugs for anchor bolts) .
2.6.2. The volume of monolithic reinforced concrete columns should be determined by their cross section multiplied by the height of the columns.
Take the height of the columns:
with ribbed ceilings - from the top of the shoe on the bottom surface of the slab;
at frame structures- from the top of the shoe to the top of the columns;
in the presence of consoles, their volume is included in the volume of the columns.
2.6.3. The volume of monolithic reinforced concrete beams is taken according to their cross section multiplied by the length of the beams, while:
the length of the purlins and beams resting on the columns is taken equal to the distance between the inner faces of the columns or girders;
the length of the beams resting on the walls is determined taking into account the length of the supporting parts of the beams included in the walls;
for frame structures and individual beams, the full section of the beams is taken;
with ribbed ceilings and with beams with monolithic slabs the section of the beams is determined without taking into account the thickness of the slab.
If there are haunches, their volume should be included in the volume of the beams.
2.6.4. The volume of monolithic reinforced concrete slabs is defined as the product of the entire area of the floor and the thickness of the slab, while taking into account the volume of the supporting parts of the slab included in the walls. If there are haunches, their volume is included in the volume of slabs.
2.6.5. The volume of monolithic reinforced concrete curvilinear slabs is determined as the product of the overlap area of the curvilinear outlines and the thickness of the slab.
The area of curved floor slabs should be determined either as a sector between the radii of the beginning and end of the rounding (for convex roundings), or between the straight lines touching the rounded part (for a concave surface).
2.6.6. The volume of ribbed floors should be determined by the total volume of beams and slabs, and beamless floors - by the volume of slabs and capitals.
2.6.7. The volume of walls and partitions should be determined minus the openings along the outer contour of the boxes, the volume of the bunkers - as the sum of the volumes of the walls of the bunkers and the supporting beams adjacent to them.
2.6.8. The volume of concrete of structures for which the norms with rigid reinforcement are applied should be determined minus the volumes occupied by rigid reinforcement (steel cores), and for closed sections - also taking into account the volumes not filled with concrete. The volume of rigid reinforcement should be calculated by dividing the mass of metal in tons by the density (7.85 t / m 3).
2.6.9. The length of the center lines of the sliding formwork is defined as the total perimeter in terms of the axes of the outer and inner walls.
2.6.10. The volume of monolithic reinforced concrete according to the norms of Table. from 06-01-140 to 06-01-142 should be determined by the geometric dimensions of structures minus the volume occupied by openings, niches, ducts, penetrations, precast concrete.
2.6.11. The scope of work on the installation of horizontal waterproofing according to table. 06-01-140 is determined by the area of the horizontal projection of the isolated concrete surface, vertical waterproofing- by area of vertical projection.
2.6.12. The area of wall structures according to the norms of Table. 06-01-098, 06-01-099 should be determined by the geometric dimensions of the structures without deducting the area occupied by the openings.

Elemental estimated norms serve as the basis for compiling unit rates(ER), which determine the amount of direct costs for the execution of a unit of work or structural elements:

The labor costs of workers in the performance of a unit of work are determined by the formula:
where - the rate of labor costs of construction workers to perform a unit of work, man-hour; - the monthly tariff rate of a worker of the 1st category when working in normal conditions labor provided for in industry tariff agreements, r.; tariff coefficient of the corresponding category of work, taken according to the current tariff scale; - district wage coefficient set by the decision-making body; - a coefficient that takes into account incentive payments according to system provisions: bonuses for production results under piecework and time-bonus wage systems, for putting objects into operation, remuneration based on the results of work for the year; bonuses to tariff rates and salaries for professional skills, high achievements in work; lump-sum rewards for years of service; - coefficients that take into account compensation payments related to the mode of work and working conditions: additional payments to tariff rates and salaries for night work, overtime work, multi-shift work, for combining professions, expanding service areas, for work in difficult, hazardous , especially harmful working conditions, additional payments for mobile and itinerant character works, shift allowances, etc.; PV - other payments, including those provided for by law Russian Federation for unworked time: payment of regular and additional holidays, preferential hours for teenagers, breaks in the work of mothers for feeding a child, payment for time associated with medical examinations, performance of public duties, etc.; - the estimated number of hours worked per worker per month.
Labor costs for workers can be determined more simple method based on statistical data according to the formula

Operating costs construction machines when performing units of work are determined by the formula

The estimated cost of material resources per unit of work is determined by the formula

where is the consumption rate i-th material for the performance of a unit of work in the established units of measurement; i(1,2,..., n) - types of materials; - estimated cost ex-site warehouse unit of measure i th material, r.
Single releases are the main standards for drawing up estimates for types of construction and installation work. In this case, territorial (for mass industrial and civil construction) or sectoral (for special types construction or works) collections of unit prices.
Since 2002, collections of unit prices have been put into effect, developed on the basis of GESN 2001 in prices as of 01/01/2000. Prices for material resources and prices for the operation of machines are taken according to the newly developed corresponding collections of estimated prices. The wages of workers are determined according to statistical reporting with an average category of 4.3 according to the six-digit tariff scale in 1987.
Unit prices can be closed, which take into account all the costs associated with the performance of work, and open, in which the cost of basic materials and prefabricated products and structures is subject to additional accounting in the estimate according to design data. An example of a unit price is given in Table. 3.2.
In the absence of 2001 unit prices for some types of construction or work, prices compiled in basic prices, but EPEP 84 or SNiR-91, with appropriate indexation, can be used.
Unlike direct costs overhead rates are normalized indirectly as a percentage of the chosen base of calculation.
In the basic price level (1984 and 1991), overhead costs were set: for construction work - as a percentage of direct costs (average for ministries and departments and uniform marginal for certain types of special work, including installation metal structures, internal plumbing work); on installation work as a percentage of the basic wages of workers (single marginal by type of work).
