Electrical stabilization operates over a small range of changes, so the main adjustment function is assigned to the mechanical regulator. Here the range of adjustments is much wider, but at the expense of reaction speed. The internal combustion engine has inertia, and the change in its speed is slightly delayed when adjusting the throttle valve (this characteristic of the engine is called throttle response).
